CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
Subject:
Authorization to Execute Amendment to Agreement for Sewer Maintenance Services - City Wide - National
Plant Services
Background:
In July of 1996, the city entered into an agreement with National Plant Services to provide sewer cleaning and
repair services on an as needed basis. This firm had access to equipment that the City did not have, had
equipment that could be used in emergency situations and had staff trained in confined space entry. These
services were used to supplement the City sewer forces and to complete necessary repairs in a timely manner.
The overall impact was to reduce the number of claims against the City and improve the condition and operations
of the City sewer system.
The agreement has provisions for two one -year extensions upon mutual consent of the parties; the first extension
was granted in July of 1997. We have received notification from the provider that they are willing to extend for
a second year at the rates fixed in the 1996 agreement. Staff has met with other providers of this service and,
after checking on prices, has been unable to find any provider willing to meet or beat the price we presently pay.
In view of this, staff of both the Public Services Department and Development Services Department agrees that
an extension of this contract is both desirable and prudent.
Financial Impact:
Funding for this contract extension is contained in the adopted budget under account 132 - 432 -5504 -7128 in an
amount of $150,000.00.
Recommendations:
Staff recommends adoption of the resolution amending the contract to the present provider.
