Invocation/Pledge of Allegiance
The invocation was given by Father Lorenzo Lebrija of St. John's Episcopal Church. The
Pledge of Allegiance was led by Valerie De La Paz, who will be a 2nd grade student at Bradley
Elementary School this fall.

Closed Session Public Comment:
Joe Hudson, General Manager, Inland Empire 66ers Baseball Team, stated that today in closed
session the Mayor and Common Council would be discussing the future of the Inland Empire
66ers and the potential for a new stadium lease as the current one would expire in less than three
months. He stated that in order to maintain a minor league team for the community, they must
have a valid lease moving forward. Mr. Hudson said he hoped the discussion would lead to a
full proposed lease for public posting and their consideration.

In the matter of Inland Valley Development Agency, the successor agency to the
Inland Valley Development Agency, a joint powers authority/federal base reuse

Mr. Martin stated that his office received a letter this morning from the Laborers
International Union of North America, Local Unit No. 783, who had been working with
the applicant on some additional measures that could be done regarding the development
to reduce some potential impacts. He stated that they had come to an agreement on that
and the union withdrew their comments on the Initial Study and the Mitigated Negative

Section 12.24.030 to the San Bernardino Municipal Code Requiring Payment of
Prevailing Wages on Public Works Projects. (FIRST READING)

Steven Graham, Deputy City Attorney, stated that the Mayor and Common Council
adopted a resolution in 1990 requiring payment of prevailing wage on Public Works
projects; however, last year the Department of Industrial Relations required that an
ordinance be adopted. He stated that this would not change the way the City did
business, but it would add the City to a list of charter cities that were in compliance.
Deputy City Attorney Graham stated that if the ordinance was not adopted, the City
would be ineligible for State funding on any Public Works project.
