JOSEPH V. CONTAOI
DIRECTOR OF ADMINISTRATIVE AND HUMAN RESOURCES
Joseph Contaoi is responsible for a broad range of administrative support
functions at AQMD, including implementing and interpreting laws that govern AQMD in
managing its workforce, providing administrative support services, and conducting
business and minority outreach efforts. Along with 20 years of management and
supervisor experience, Joe brings a wealth of AQMD background to his job. Since
joining the District in 1984, he has managed a number of essential human resources and
administrative functions.
Programs currently under his direction include employee and labor relations,
benefits, affirmative action, recruitment and selection, classification and compensation,
workers' compensation, safety, risk management, business outreach, contract compliance,
purchasing, graphics and printing services, building maintenance, facility operations, fleet
maintenance, mail services, audiovisual support, and policy and procedure development
and review.
Most recently Joe has been responsible for initiating an aggressive and innovative
business, minority, and women outreach program that has been extremely successful in
increasing minority and women contracting opportunities at AQMD and building
effective working relationships in the business and minority communities and
organizations. On October 26, 1996, Joe received the annual "People Who Make a
Difference" award for his community service and outreach from Inland Agency, an
agency comprised of five private nonprofit organizations serving Riverside and San
Bernardino Counties. Also, on November 15, 1996, Joe received an award for his
support of Maple Elementary School in Fontana to introduce a youth violence prevention
program.
In addition to his AQMD experience, Joe was Division Supervisor with the
County of Riverside's recruitment and selection program and served on the county's
negotiating team. He has also served as District Administrator for a federal congressional
office, analyzing federal legislation and programs.
Joe's personal interests are varied. He enjoys restoring his 1964 Pontiac QTO, as
well as weight training, reading, working with animal rights organizations, playing golf,
and volunteering with PeaceBuilders, a community -based program aimed at preventing
youth violence in Riverside and San Bernardino communities.

PROFESSIONAL EXPERIENCE:
INLAND VALLEY DEVELOPMENT AGENCY (IVDA). San Bernardino, Senior Proiect
Director. 1993 to Present -
San Bernardino International Airport and Trade Center (SBIATC) - Act as Executive Director
during the Executive Director's absence or vacation. Manage $15 million yearly budget.
SBIATC - Project Manager for the preparation and approval of a Specific Plan and
Environmental Impact Report for the San Bernardino International Airport and Trade Center.
This is the plan being used for the development of the former Norton Air Force Base.
SBIATC - Project Manager for $9.1 million roadway and infrastructure project known as the Del
Rosa/Tippecanoe Connector at the former Norton Air Force Base.
SBIATC - Senior Project and Property Manager for eighty -eight tenants comprising 2.2 million
square feet of commercial /industrial leasing space. Marketing to commuter /air cargo operators
and new commercial /industrial developers.
SBL4TC - Project Manager for $3.5 million road improvements, infrastructure, and parking lot
facilities for the San Bernardino International Airport Terminal.
SBIATC - Project Manager for TRW tenant improvements which totaled $4.1 million for
139,000 square feet.
SBIATC - Project Manager for Mira Loma Space Center, to be developed as manufacturing and
distribution center encompassing 157 acres.
SBIATC - Project Manager for $250,000 in renovation improvements at the Child Care Center.
SBIATC - Project Manager for $1.8 million infrastructure project for Mill Street, Otto Gericke,
and Art Townsend Drive, using U.S. Department of Trade & Commerce EDA grant.
SBIATC - Project Manager for Lighting and Landscape Maintenance District for 2,100 acres
within the former Norton Air Force Base.
SBIATC - Prepared Housing Implementation Plan for the Inland Valley Redevelopment Project
Area which encompasses 17,000 acres.
SBL4TC - Supervised the preparation of a study to bring 207 base housing units up to current
building codes.

Meadows Golf Course.

Services, Land Planning and Solid Waste Management Services to private clients.
Riverside County - Prepared a mixed -use feasibility study for approximately 2,000 acres in the
Badlands area of Riverside County.
City of Coachella - Assembled a project development team and obtained financing to build 55
low- income housing units including a local park in the City of Coachella.

City of Coachella - Represented a developer in obtaining a medium to high density land use
designation for 560 -600 affordable housing units.
Riverside County - Principal consultant for Conditional Use Permits, General Plan Amendment
and Zone Changes for a wood recycling facility located in Rubidoux. Also assisted clients in
obtaining low interest SBA loans for future expansion and directed clients to take advantage of
tax breaks offered by the Aqua Mansa Enterprise Zone.
North Palm Springs - Prepared pre - annexation and development agreement for client owning
approximately 1,100 acres in the North Palm Springs area.
CM ENGINEERING ASSOCIATES INC San Bernardino Pro'ect Manager, 1989 to 1991 -
Responsibilities as Project Manager included design supervision, public agency processing,
private client coordination, proposal and contract preparation. The following is a summary of
projects that were under my area of responsibility:
City of Perris - Obtained Industrial Land Use Designation for developer who owned
approximately 60 acres adjacent to I -215.
City of Temecula - Prepared and processed a Specific Plan Amendment for Hot Springs Village
in the City of Temecula. Project included 100 acres of commercial, open space, and 562
dwelling units.
City of Temecula - Prepared and processed Tentative Tract Maps for the Walker Basin Project.
This project included approximately 1,300 residential units, open space, and recreational units.
City of Loma Linda - Prepared and processed Tentative Tract Maps for 119 single family units.
Lake Matthews - Prepared and processed through LAFCO, the formation of a County Service
Area. The CSA was formed to provide lighting and landscape maintenance service for
approximately 590 acres.
THE LUSK COMPANY, INLAND EMPIRE DIVISION. Riverside, Division Manager, 1986
to 1989 - Responsibilities included the operation of the Inland Empire Division and the
supervision of 12 employees, the preparation of pro - formas, feasibility studies, budgets,
implementation and construction of all projects within the division.
Riverside - Highlander - As Project Manager, duties included processing a Specific Plan,
Environmental Impact Report, Tentative Tract Maps and Development Agreement. This $45
million, 411 acre project included 1,400 residential units, a community park site, elementary
school site, and a commercial site. Responsibilities included the supervision of architects, land
planners, engineers, utility consultants, marketing consultants, and financial consultants. As
Project Manager, duties included involvement with the Development Agreement, negotiations on
the 10 (A) Permit, creation of a Lighting and Maintenance District, and formation of a

Community Facility District. I also lead negotiations with the School District and the Parks
Department for Land Dedications.
Chino Hills - Los Serranos - As Project Manager, responsibilities included working with the
Chino Hills Manager's office in a Specific Plan Amendment for a 1,500 mixed use project
located in the Chino Hills. Coordinated the infrastructure needs with the adjacent developers.
Development fee negotiations were on -going with the County Supervisor and staff.
Chino Hills - Woodview - This project located in the Chino Hills included 176 single family
homes, 440 apartment units and a community shopping center. As Project Manager, duties
included processing the land -use approvals and construction build -out of this planned
community.
Corona - Springwood - Participated in the selling of 25 in -fill residential lots to a residential
developer.
Fontana - Heritage Village - On behalf of the Lusk Company, acquired 440 single family lots in
the City of Fontana.
KICAK AND ASSOCIATES INC. Grand Terrace Vice President 1980 to 1986 - As Planning
Director Consultant to the City of Grand Terrace, responsibilities included being in charge of the
operation of the Planning Department. Other duties included grant applications and project
management for all Community Development and State funded park projects, and all grant
processing for the City of Lake Elsinore and Elsinore Water District.
COUNTY OF RIVERSIDE, Riverside, Community Development Representative, 1973 to 1980
Began working with the Road Department as an Engineering Aide for the County of Riverside,
then transferred to the Community Development Department. Responsibilities included all
community development projects within the First Supervisorial District. Duties also included
working in conjunction with the Housing Authority to provide low- income housing in target
areas with the County.
