Financial Impact:
Finance anticipated a 3.5% increase in the FY 2016/17 budget for Charter 186, this
increase is adequate to cover the Police Safety Charter 186 adjustment.
Motion: Adopt Resolution.
Synopsis of Previous Council Action:
On December 21, 2015, the Mayor and Common Council approved the establishment of
salaries for Police Department Ranges P-1 (Police Officer), P-2 (Detective/Corporal), P-
3 (Sergeant), and Law Enforcement Trainee, effective August 1, 2015.
Background:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was reached for the 10 cities
to be used for this year's calculations. The salaries of those 10 cities have been
averaged to determine 2016 salaries for Police Safety classifications.
The 10 cities selected include:
Vallejo Garden Grove
Orange Oxnard
Santa Rosa Fullerton
Daly City Burbank
Glendale Pomona

The Law Enforcement Trainee salary will be at $5,017.71 per month ($28.95 per hour),
which is 80% of Step 1 for the Police Officer (P-1) salary.
Adding annual fringe benefits and other salary-driven costs (CaIPERS, Unemployment,
Medicare), which rise with salary increases, the total increase to the General Fund for
salaries and benefits for the Police Safety Unit for FY 2016/17 is $1,045,085; overtime
costs are estimated to be $119,363, for a projected FY 2016/17 total increase of
$1,164,448.00

Using the California Department of Finance, Demographic Unit, and California Cities
Ranked by Total Population as of January 1, 2016, the attached list of cities was used
to calculate the Police Safety salaries for Fiscal Year 2016-17.
The undersigned do hereby agree that the following ten (10) cities will be used to
determine an average for Police Safety salaries pursuant to City Charter Section 186 for
Fiscal Year 2016-17.
