Synopsis of Previous Council Action: On October 19, 2015 the Mayor and Common Council approved the resolution of establishing the Position of Park Ranger, Part-Time/Extra-Hire and approving the job description. Background: The Park Ranger program was created to provide non-peace officer security patrols and I public safety in and around City parks. The Police Department is responsible for the Park Ranger program and is actively engaged in recruiting for this position. In late March 2016, the City was notified by the California Park Ranger Association that I the use of the "Park Ranger"job title is reserved for sworn peace officers. Specifically, California Public Resources Code Section 4022(a) provides: "The titles of ranger, park ranger, and forest ranger, and derivations thereof, may only be used by persons who are peace officers..." Given that the San Bernardino Park Ranger program will not employ sworn peace officers, there is a need to change the classification to comply with the Public Resources Code. The Police Department currently uses the classification of Security Officer for part-time employees assigned to conduct security patrols and public safety operations in and around City Hall and other City facilities. The current Park Ranger position consists of similar but expanded duties and responsibilities above and beyond the current Security Officer Position. Given the natural relationship between these two positions and in recognition of the expanded duties of the Park Ranger position, it is recommended that the Park Ranger job classification title be changed to "Security Officer I I" and that the Updated: 7/12/2016 by Jolena E. In addition to the job classification title change, it is further recommended that the job specification for the Park Ranger position be modified to coincide with the existing Security Officer position, while reflecting the expanded duties and responsibilities that will distinguish the two classifications. Creating a Security Officer and Security Officer II hierarchy will allow greater interoperability between the two positions while providing for advancement opportunities for part-time Security Officers. Staff Recommendations: 1. Establish the position of Security Officer II, Range PT, $20 per hour and approve the job description, attached hereto as Exhibit "A" is hereby approved. 2. Reclassify the position of"Park Ranger" Range PT, $20 per hour to "Security Officer II" Range PT, $20 per hour. 3. Delete the Park Ranger classification. U DISTINGUISHING CHARACTERISTICS N The Security Officer II is assigned to the Police Department and may direct individuals regarding security and safety issues as needed. Supervision is received from the Chief of Police, or his designee. Incumbents are subject to extended shifts or rotational duty assignments to include weekends, nights, and holidays. The Security Officer II is armed. Security Officer II is distinguished from Security Officer in that the former class enforces a wide o- range of City properties covering a larger geographical area including, City Parks patrolling o assigned areas using a City vehicle or bicycle. , ESSENTIAL DUTIES AND RESPONSIBILITIES �- The duties listed below are intended only as illustrations of the various types of work that may be performed.
