Establishing Fall Art Night 2016 as a City Sponsored Event. (#4534)

Financial Impact:
THe Fine Arts Commission will sponsor the event and cover a portion of the costs. The
unfunded amount will be paid using the Community Development Departmnent printing
budget.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
None
Background and Analysis:
The City's first Art Night on May 19th was a resounding success due to the participation
of our partners from the City School District, Valley College, Cal State San Bernardino,
the Consulate of Guatemala, the Consulate of Mexico, San Bernardino Art Association
and Vanir Development Company. The spring event was focused on student artwork
and drew artists from the City School District, Valley College and Cal State.
Staff is proposing a second Art Night tentatively scheduled for Friday, October 14, 2016.
The second event will be focused upon community-based artists. Ideally there would be
two events each year, with the Spring event focused on student art and the Fall event
focused on community-based artists.
Art Night 2016 has several important goals:
• Highlight the visual and performing art being produced in the community
• Generate interest and economic development activity in Downtown
• Continue to build a sense of community for residents
The outline for the second Art Night is as follows:

• Open to community-based artists and craft-makers

• ❑vent will host a mix of visual and performance art
• Court Street Square stage will host local bands
• The surface parking lot north of City Hall will be converted in a display
area with artists showing works in pop-up tents and canopies
• 4-6 food trucks will be included in the event
• Court Street between "E" and "D" Streets will be closed
• Anticipated attendance of 3000
Street life and pedestrian activity are necessary ingredients to revitalize an area. This
event will draw approximately 3000 participants to the downtown area. Art Night will be
marketed to families, students and the general public. This event will build upon the
success of the initial event.
An initial planning session was held on June 29th with participants from the May Art
Night in attendance. Based upon the initial meeting and feedback from the first event
there is clearly strong support from a broad cross section of the community to host a
second Art Night. The Fine Arts Commission sponsored the first Art Night and a new
funding request will be made for the second Art Night. The Fine Arts Commission
oversees distribution of the Cultural Impact Fees assessed on development projects.

4 WHEREAS, Fall Art Night 2016 will highlight the visual and performing local artists
5 from across the City and generate interest and economic development activity in downtown;
and

7 WHEREAS, Fall Art Night 2016 is a partnership between local art groups, art
programs and the City. The event will strengthen working relationships among the partners
8 and bring renewed interest to the downtown core, the visual and performing arts and the City
of San Bernardino.

NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON -a
10 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Pursuant to Development Code Section 19.70.030 (3) Fall Art Walk z
12 2016 to be held on Friday, October 14, 2016, is hereby determined to be a City sponsored a
event that is exempt from the Temporary Use Permit requirements of the Development Code. M
