The Joint Adjourned Regular Meeting of the Mayor and Common Council of the City of San
Bernardino was called to order by Mayor R. Carey Davis at 5:30 p.m., Wednesday, July 13,

Discussion of Proposed Ballot Item for New Charter to be Placed on the November 2016

The hearing remained open. City Clerk Hanna swore in those who appeared to speak
regarding the item.

Motion: Adopt the revised version of the Charter, as submitted, striking "in
accordance with state law" in Section 307b; amending Section 302 to
read: "the Mayor and Council shall act together to serve the best interests
of the City"; changing "appoint" to "hire" in Sections 504 and 505;
striking Section 310 altogether and adopting this modified language in
Section 501: "The City Manager may establish City departments, offices
or agencies in addition to those created by the Charter, subject to approval
of the City Council, and may prescribe the function of all departments,
offices and agencies to meet the needs of the community in the most
effective and efficient manner."

3. Public Comments for Items not on Agenda
Scott Olson, San Bernardino, said anything not explicitly in the proposed Charter will be
decided, by default, by General Law, which he believes was the point all along.
Brenda Faulkner, San Bernardino, said she was interested in leasing property from the
city for a few events annually and had not had any luck getting help from council
members.
Deanna Adams, San Bernardino, said the current Charter did not cause bankruptcy, but
gross mismanagement in years past. She spoke against spending public money on
educating the public about the Charter and asked how the education would be done.
Sandra Ibarra, San Bernardino, said she reported several illegal fireworks complaints
via the GoRequest App and was referred to dispatch, after dispatch had referred her to
GoRequest. She suggested all ward elections be done at the same time. And she spoke
about the school district's policy 5144.3 — student citations.
Patrick Morris, San Bernardino, said "well done" to the Mayor and Common Council.
4. Adjournment
The meeting adjourned at 7:08 p.m. The next joint regular meeting of the Mayor and
Common Council and the Mayor and Common Council Acting as the Successor Agency
to the Redevelopment Agency is scheduled for 2:00 p.m., Monday, July 18, 2016.
