POSITION JUSTIFICATIONS
The following are justifications for appointments to be reviewed by the Mayor and Common
Council at the December 21, 1998, Council meeting.

Senior pin Checker (Castro. Karen D.) - Appointment
DEVELOPMENT SERVICES
Prior to reorganization, the Department had a Plan Check Engineer and Senior Plan
Checker who both had engineering design expertise. Due to market demand for those
services, the department lost both of these employees.
As part of the recent reorganization to the Department, the Plan Check Engineer position
was eliminated and the Senior Plan Checker position was upgraded. The management
duties of the Plan Check Engineer to include the Department's permit issuance and plan
review functions have been assigned to the Development and Inspection Services
Manager. Engineering design responsibilities have been solely assigned to the upgraded
position of Senior Plan Checker. This position is now responsible for handling the
structural plan review of plans where an engineered design is required by the code.
Having someone on staff with this capability is necessary to provide adequate service to
customers whose projects include engineered features and to shorten the turnaround time
for processing plans. In addition, this position provides pre - application consultations for
customers and line level supervision of plan review staff. Even with the upgrade to the
position it has been difficult to attract qualified candidates. After the second recruitment
attempt, we were able to find a viable candidate.
2 -4. Police Records Clerk I (Gil. Maria Cecelia: Wilkerson. Melissa: and. Moriel. Grace)

POLICE
One (1) appointment to the Police Records Clerk I position is due to a vacancy that has
occurred in the Records Bureau. This has been a critical shortage area. Due to the
overwhelming workload in this area, the Records Bureau needs to fill this position as
soon as possible. Filling this vacancy will increase efficiency in the department and
increased service to the public through timely processing of records and requests from
the public.
Two (2) Police Records Clerk II positions were approved to be hired through the COPS
MORE 98 program.
5. DjsMt&kr I (McGowan Jeanine) - Appointment
POLICE
The incumbent is appointed to this position to fill a vacancy created through attrition in
the Dispatch Center. Dispatch is a critical function of this department. Cost savings
associated with vacancies are entirely offset with backfilling these positions with full-time
dispatchers, community service representatives or police officers working overtime.
Oftentimes, non - dispatcher replacements impact the level of quality service provided to
the public and field personnel due to their lack of familiarity with the CAD operations.
By hiring these individuals, it will help reduce the need for overtime by having an
adequate contingent of personnel to staff the dispatch center.
6. Communications Technician (Carnmal ta. Michael JJ -Appointment
MIS
The City's network has expanded to include over 40 buildings. The Mayor and Common
Council approved this position on 12/7/98 as a back -up to the current communications
technical support employee in the MIS Division.
7. Fire C 1 (Austin Dana HJ - Promotion
FIRE
Due to constant staffing, the vacant position of Fire Captain needs to be covered by one
of two options: 1) promotion or 2) overtime. The Fire Department has chosen option
1, to promote one position of Firefighter to the Fire Captain position.
8. Dispatcher Supervisor (D�w_winguez, Irene) - Promotion

This promotion will fill a vacancy created by a resignation.
9. Community Service Representative II (Kaplan, Patricia)

CODE COMPLIANCE
On July 13, 1998, the Personnel Committee recommended approval of the creation of
five (5) Senior Code Compliance Officer positions. Subsequently, the Mayor and
Common Council approved the reorganization of the Code Compliance Division to add
four (4) Senior Code Compliance Officer positions and reclassify one (1) position of
Code Compliance Officer II to Senior Code Compliance Officer. A budget amendment
was also approved funding these positions.
As a result of this approval, a recruitment was conducted and five (5) Code Compliance
officers within the Code Compliance Department are being recommended for promotion
to Senior Code Compliance Officer.
The filling of these positions will help provide additional leadership within the
Department and result in better efficiency and accountability. It will also create
additional opportunities within the Department for advancement and assist the City in
retaining capable employees.
