One (1) Telephone System Coordinator position and (2) clerical positions staff the Telephone Support Division. With the installation of the new telephone equipment in 1996, the responsibilities of the Telephone Support Division have become less technical and more administrative in nature. Facilities Management is proposing a reorganization of the Telephone Support Division, which will meet the changing needs of the division with minimal cost to the City. BACKGROUND Prior to the! installation of the new telephone equipment in 1996, the Telephone Support Division required a technical position in order to maintain and service the City's phone system. With the installation of more sophisticated and automated equipment, the division now requires a position more administrative and analytical in nature. Because the City's equipment is so specialized in nature, it is not cost effective or practical to maintain the telephone system in- house. Most of the maintenance of City telephone equipment is supported through maintenance contracts with equipment suppliers. Facilities (Management is proposing to delete the technical position of Telephone Systems Coordinator and replace it with the addition of an Administrative Analyst I position. The Administrative Analyst I will be responsible for tracking all costs associated with telephone service (local and long distance service charges, equipment maintenance charges, service requests, etc.) This position will also be responsible for developing charge -backs for telephone services to all City departments and will assist in budget projections. The Administrative Analyst I position will also be cross - trained with management staff in other areas of Facilities Management and work on special projects as needed. PROPOSED REORGANIZATION In order for the Telephone Support Agency to function more efficiently, the following staffing changes are recommended: 1. Delete the one (1) vacant position of Telephone Systems Coordinator, Range 2365, $2,741 - $21,332/month. 2. Establish one (1) position of Administrative Analyst I, Range 4350, $2,543- $3,092/month. COSTING Deletion: One (1) Telephone Systems Coordinator Step 1 (12 months) $34,600 Benefits 7.300 $41,900 Addition: One (1) Administrative Analyst I Step 1 (6 months) $15,258 Step 2 (6 months) 16.026 $31,284 Benefits 12.085 $43,400 Total net increase of reorganization: $1,500 The cost for this reorganization will be funded with salary savings from the vacant Telephone Systems Coordinator position (beginning July 1, 1998). RECOMMENDATION That the Mayor and Common Council authorize the following: Delete one (1) position of Telephone Systems Coordinator position, Range 2365, $2,741 - $3,332/monthl 2. Establish one (1) position of Administrative Analyst I position, Range 4350, $2,543- $3,092/month. 3. Direct the Human Resources Department to update Resolution 6433, Section 2, to reflect these actions. ADMINISTRATIVE ANALYST I Under administrative direction, performs a variety of analytical functions, including research and report writing on a variety of municipal issues. Collects, analyzes, and presents information concerning City operations, policies and procedures and provides conmuniity education and training in a variety of areas; and performs other related duties as required. Provides courteous and expeditious customer service to the general public and City department staffs. Conducts special studies and prepares reports, including recom- mendations for corrective action and methods for implementation. Conducts surveys and performs administrative research and statistical or financial analysis. Gathers and analyzes data; coordinates data collection from outside sources, and makes recommendations on the formation of policy and procedures. Coordinates departmental activities with other City departments and divisions and other civic organizations and agencies. Makes presentations before City committees and various citizen and community groups. Incumbents assigned to various City departments assist with analysis, employee salary and benefit issues, departmental budgets and other personnel issues. Incumbents assigned to the Fire Department disseminate information concerning city emergency plans and procedures and home and business preparedness measures; serve as liaison between the City and community to maintain up -to -date knowledge in- the field of disaster preparedness; assist in the production and coordination of disaster exercises and disaster preparedness. Routinely adheres to and maintains a positive attitude towards City and Department goals. Prepare and present written and oral reports with recommendations; Collect, compile, and analyze data relating to major municipal issues; Establish effective working relationships with all those contacted in the course of work; Communicate effectively, orally and in writing; Adjust working hours to accommodate evening programs and activities; Utilize audio - visual equipment and develop graphic displays for public education; ORGANIZATIONAL RELATIONSHIPS The Administrative Analyst I is an entry -level position in the Analyst series.
