Synopsis of Previous Council Action:
June 1996 Allocation of $300,000 approved in 1996/97 1/2 -Cent Sales Tax Fund Budget.

Improvement of Arden Avenue at Soccer Complex; and transfer of $75,000 approved from
Account No. 129 - 367 -5504 -7064 to Account for Improvement of Grade Crossing at Cajon and
University.
2/17/97 Resolution No. 97 -53 adopted authorizing execution of agreement for Professional Design
Services with LNC.
June 1997 Supplemental allocation of $247,500 approved in 1997/98 1/2 -Cent Sales Tax.
Recommended Motion:
Motion 1 Authorize the Director of Finance to amend the FY 98/99 budget and increase the appropriation
in the 1/2 -Cent Sales Tax fund by $150,000 for project no. 129- 367 -5504 -7064 (Rialto Avenue
at Twin Creek- -widen bridge); and
Motion 2 Authorize the Director of Development Services to advertise for bids for Rialto Avenue at Twin
Creek- -widen bridge per Plan No. 9726.

SUBJECT:
Approval of Plans and Authorization to advertise for bids -- Rialto Avenue at Twin Creek, widen
bridge per Plan No. 9726.
BACKGROUND:
Plans and Specifications are now complete and we are ready to advertise for bids for this
project:, which consists of widening the existing bridge to four lanes and paving for the approach
to the bridge, providing four lanes of traffic, and required seismic retrofit. This project was
funded in the 1996/97 fiscal year but funds were later transferred to other priority projects;
funding was restored in succeeding fiscal years.
Listed below are the estimated costs based on the Engineer's Estimate:
Contract $361,584.20
Engineering Design -Reso. 97 -53 $ 56,429.60
Engineering and inspection $ 10.000.00
Subtotal $428,013.80
Contingencies (5 %) $ 21.986.20
TOTAL $450,000.00
The Public Works Division has determined the project to be exempt under Section 15301(c) of
the California Environmental Quality Act (CEQA) and, therefore, a Notice of Exemption will
be filed with the Clerk of the Board of Supervisors of San Bernardino County upon award of
the construction contract by the Mayor and Common Council.
FINANCIAL E%1PACT:
Funding in the amount of $300,000 was budgeted for the cost of this service contract in the 1/2-
Cent Sales Tax fund under Account No. 129 - 367 - 5504 -7064 (Rialto Avenue at Twin Creek- -
Widen Bridge.) The first motion authorizes the Director of Finance to increase the appropriation
in the 1/2 -Cent Sales Tax Fund for this project by $150,000 (until bids are received, the actual
costs will not be known; however, current estimates would indicate a shortfall in funding for the
improvement.)
RECOMMENDATION:
Approval of the specifications and authorization by the Mayor and Common Council for the
Director of Development Services to begin advertising for bids for this project.
