STAFF REPORT
SUBJECT:
Resolution awarding a contract to CDE Resources, Inc. for the construction of street
improvements on Mill Street between Lena Road and Tippecanoe Avenue per Plan No. 9487.
BACKGROUND:
The City and the IVDA were successful in obtaining a Federal EDA grant for improvements on
Norton Air Force Base. As a part of these improvements, Mill Street from Lena Road to
Tippecanoe was to be widened, median islands installed, pavement rehabilitated, and a traffic
signal installed at Lena Road. On June 2, 1997, the Mayor and Common council approved
plans for advertising; the IVDA Board approved the plans for advertising on June 4, 1997. The
IVDA concurs and recommends the award of contract for the low bid amount.
Bids for the construction were received and opened at 2:00 p.m. on Tuesday, September 29,
1998. There were a total of 6 bids ranging from $683,671.28 to $935,222.08. The low bid is
6.45% below the Engineer's Estimate of $730,845.
Listed below are the estimated project costs based on the low bid for construction:
Construction Contract $683,671.28
Engineering and Inspection $174,328.72
Subtotal $858,000.00
Contingencies (15 %) $128,700.00
TOTAL $986,700.00
FINANCIAL IMPACT:
No City funds are used for any portion of this project, it is funded with an EDA grant from the
Federal Government at 75% of the cost and the remaining 25% match is provided by IVDA.
Funding is in Account No. 242 - 362 -5504 -7106.
RECOMMENDATION:
That the Mayor and Common Council adopt the Resolution awarding the contract to CDE
Resources, Inc. for construction of street improvements on Mill Street between Lena Road and
Tippecanoe Avenue.

RESOLUTION NO.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AWARDING A CONTRACT TO CDE RESOURCES, INC. FOR
THE CONSTRUCTION OF STREET IMPROVEMENTS ON MILL STREET BETWEEN
L,ENA ROAD AND TIPPECANOE AVENUE PER PLAN NO. 9487.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. CDE Resources, Inc. is the lowest responsible bidder for the construction
of street improvements on Mill Street between Lena Road and Tippecanoe Avenue per Plan No.
9487. A contract is awarded accordingly to said bidder in a total amount of $683,671.28 but
such award shall be effective only upon being fully executed by both parties. Al other bids,
therefore, are hereby rejected. The Mayor is hereby authorized to execute said contract on
behalf of the City; a copy of the contract is on file in the office of the City Clerk and
incorporated herein by reference as fully as though set forth at length.
SECTION 2. This contract and any amendments or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
within sixty (60) days from the passage of this resolution.
