BACKGROUND In 1950, the City of San Bernardino leased approximately 20 acres of land east of Waterman Avenue and south of the Santa Ana River for use as a municipal solid waste (MSW) landfill for refuse collected by the City. The City ceased use of the landfill site in approximately 1959, and returned the property to the owner in 1960. After 1960, the site was used by the property owner as a borrow pit and support functions for the former Tri-City airport. Various Federal laws establish requirements for the proper closure and long term monitoring of MSW landfills in order to minirruze the potential for ground water contamination from leachate from the landfill. The City, the current property owner, Glenborough and Associates, and the Santa Ana Regional Water Quality Control Board (SARWQCB) have agreed to perform ground water monitoring at the site, and to prepare and implement a closure plan to reduce the infiltration of water into the landfill site. The City, as the operator of the landfill, has agreed to contract to perform the ground water monitoring of the site and to coordinate preparation and submission of the reports required by SARWQCB. The City previously has retained the services of EMCON to perform the quarterly ground water sampling required by SARWQCB and to prepare and submit the required reports. EMCON has been performing this work at the Waterman Landfill site continuously since 1992, previously under contract with Glenborough and Associates, the current property owner, and since 1996 with the City. The City retained the services of EMCON for performance of this work in order to maintain continuity and sampling integrity. They are most familiar with the Landfill site, and have established an excellent relationship between the City and the SARWQCB, which during FY97 -98 resulted in a renegotiation of reporting requirements from quarterly to semi- annually, with a subsequent annual savings to the City of $5000.00. EMCON has submitted a proposal dated September 21, 1998 to perform these services. This proposal is attached and incorporated into the resolution by reference. FINANCIAL IMPACT The annual cost for performing the semi -annual ground water monitoring program is $34,592.00. Funds in the amount of $35,000.00 were budgeted in the Refuse - Recycling /Environmental section under account 527 -415- 5502 Professional and Contractual Services for this program. That EMCON conducted the ground water monitoring program at the former Waterman Landfill site since 1992, and as such, has developed the knowledge and data base necessary to prepare the necessary reports mandated by various State and Federal statutes and required for submission to the Santa Ana Regional Water Quality Control Board; and, SECTION 2. That the City has previously retained the services of EMCON to perform the ground water monitoring program, and that it is desirable to maintain that continuity of data collection and the relationship the EMCON has fostered between the City and the Santa Ana Regional Water Quality Control Board; and, SECTION 3. That the schedule required by the Santa Ana Regional Water Quality Control Board for the sampling of ground water at the site necessitates a prompt and timely program; and, SECTION 4. That EMCON has submitted a proposal dated September 21, 1998 to perform this work at a cost of $34,592.00; that said proposal meets all technical requirements, and that said proposal shall be incorporated into the resolution by reference as if set forth in its entirety herein; and, SECTION 5. That the Mayor be authorized, on behalf of the City of San Bernardino, to execute an agreement between the City and EMCON for the performance of this work, and that the Finance Director or her designee be authorized to issue a purchase order for said work; and, SECTION 6. The purpose of the groundwater monitoring program is to evaluate dowrlgradient and background groundwater quality in the vicinity of the site. The groundwater monitoring will be conducted for the 3rd and 4th quarters of 1998 and the ll st and 2nd quarters of 1999 under this proposal. Monitoring reports are assumed to be submitted twice during this contract period, by October 15th 1998 and by April 15th 1999. As requested in a letter dated December 18, 1991 by the California Regional Water Quality Control Board -Santa Ana Region ( SARWQCB), a proposed monitoring plan for the Waterman Landfill ( EMCON, October 1992) was submitted to the SARWQCB as required under the California Code of Regulations, Title 23, Chapter 15, Article 5 (Article 5). On behalf of Rancon Realty Fund IV, EMCON submitted (August 1993) a workplan for the groundwater monitoring plan to meet Article 5 detection monitoring program (DMP) requirements. The workplan was approved by the SARWQCB in a letter issued on February 17, 1994. The groundwater monitoring activities proposed below will be conducted by EMCON, consistent with the DMP procedures and scope of work specified in the workplan. The work includes the required constituents of concern analysis for 3rd quarter 1998 as stipulated in the groundwater monitoring plan. The quarterly groundwater monitoring and sampling will continue in the DMP mode unless the SARWQCB requests additional assessment or changes to the program. SCOPE OF WORK Task 1 Groundwater Sampling EMCON will collect one groundwater sample from each of the three monitoring points during each quarterly event. The first sampling round under this contract would be conducted during 3rd quarter 1998 and conclude with the sampling of the 2nd quarter 1999. • Well WA -1, located hydraulically upgradient (south) of the landfill area. • Well WA -2, located hydraulically downgradient (north) of the landfill area • Well WA -3A, located hydraulically downgradient (northeast) of the landfill area, possibly in a different hydrogeologic unit. A depth to groundwater measurement will be taken quarterly by EMCON at each well prior to sampling, for preparation of quarterly groundwater level hydrographs. Purge water generated from quarterly groundwater sampling activities will be containerized and left on site. Disposal of purge water is not included in this proposal. However, we understand that the City will be authorizing EMCONs earlier proposal for drum disposal. As part of that work EMCON will be requesting that future purge water volumes be allowed to be discharged onsite in a fashion that does not allow ponding to occur. The dates and volumes of purge water generated from each well will be reported in subsequent quarterly reports. Task 2 Laboratory Analysis Groundwater and trip blank samples from the monitoring program will be analyzed by a state certified laboratory (Columbia Analytical Services, Inc.) for the monitoring parameters listed in Table 1 during the 4th, 1st, and 2nd quarters of 1998 -99 respectively. During the 3rd quarter 1998, samples will be analyzed for the monitoring parameters listed in Table 1 excepting VOCs plus RCRA Appendix II parameters as listed in Table 2. EMCON submitted a letter to the SARWQCB requesting a change to semi - annual reporting which has been approved. Semi - annual reports will be submitted by October 15th for 2nd and 3rd quarter 1998 sampling, and by April 15th for 4th quarter 1998 and 1 st quarter 1999 sampling. The quarterly groundwater analytical results will be evaluated using the intrawell and non - statistical methods. The concentration limits for each of these parameters will be calculated as part of the statistical evaluation. SBV:\PROPOSAU922098060.08 t \WP\SDH02375.DOC- 98\skd:1 98 -300 Mr. LynnMerrill Proposal 92098 - 060.081 Sept.ember 21, 1998 Page 5 Following evaluation of the quarterly sampling results, a quarterly or semi - annual groundwater monitoring report will be prepared that will include the following: • A description of the sampling procedures • A tabulation of well data, groundwater measurements, and analytical results • A summary of activities or events which may affect the monitoring program • A map showing monitoring wells • Time series plots showing the variation of concentrations of selected constituents over time • A summary of the quarterly statistical results and time series plots of selected constituents (regardless of the reporting schedule) • Recommendations, as appropriate • Certified analytical reports and chain -of- custody documentation BUDGET The estimated cost to perform the proposed work is $34,592 as detailed in Table 3. Sampling, laboratory analysis, and statistical analysis for 2nd quarter 1998 has already taken place. EMCON will invoice this proposed work on a lump sum basis, consistent with the attached Table 3. Charges for work that is not a part of the proposed scope of work are not included in the budget estimate. The proposed cost and scope of work are based on information available to EMC:ON at this time. If conditions change, unforeseen circumstances are encountered, or work efforts are redirected, the cost estimate may require modification.
