POSITION JUSTIFICATIONS
The following are justifications for appointments and promotions to be reviewed by the Mayor
and Common Council at the October 19, 1998 Council meeting.
CLASSIFIED
GENERAL FUND
1. programmer (Torrence, Matt) - Appointment
MANAGEMENT INFORMATION SYSTEMS (MIS)
This is one of two new MIS positions budgeted for 1998 -99. The Division is trying to
catch up on staffing level to accommodate the increased technology support required by
City technology purchases of the last several years.
2. ]Programmer Analyst (Rogers. Patrick) - Appointment
MANAGEMENT INFORMATION SYSTEMS (MIS)
This is one of four MIS positions funded by the Water Department for MIS support of
that department.
3. Typist Clerk I (Bonilla. Joann) - Appointment
]FACILITIES MANAGEMENT
This is a newly created position for the Facilities Management Division. The Typist
Clerk I will act as a receptionist for City Hall, and be stationed in the lobby. This
position was created this fiscal year and will allow the City to present a more
professional image to the public and enhance the security of the building by having the
lobby staffed full -time.
4. Code Compliance Officer I (Lawson, Magi) - Appointment (Provisional)
CODE COMPLIANCE
Due to the resignation of one (1) Code Compliance Officer II, the Code Compliance
Division is requesting the provisional appointment of one (1) Code Compliance Officer
I to the position of Code Compliance Officer II.
5. Code Compliance Officer I (Sermeno, Debra) - Promotion
CODE COMPLIANCE
The appointment of one (1) Code Compliance Officer I to a Code Compliance Officer
1I creates an opening. The incumbent was on the eligibility list, and after the interview
process, was deemed to be the best candidate. This position will not increase services
to the public, but is being replaced so there is no reduction in services.

12.- Environmental Projects Assistant (Hazlett, Peggy & Moore. Michael) - Appointments
13. PUBLIC SERVICES
Environmental Projects Assistants are responsible for auditing commercial customer
accounts in order to encourage recycling programs, which in some cases, results in
savings for the customer. EPA's also coordinate various environmental programs with
the school district, business and neighborhood associations.
