STAFF REPORT
Subject:
Request of the Mayor and Common Council to continue the Resolution approving the Final Map for Tentative
Tract No. 14112 — located northeasterly of the intersection of Foothill Drive and Sterling Avenue.
Background:
Tract No. 14112 is a 55 lot single - family residential subdivision. The Planning Commission on November 7,
1990 approved Tentative Tract No. 14112. Extensions of time were later approved to extend the tentative
map to May 18, 1994. An automatic two -year extension was granted by Section 66452.11 of the Subdivision
Map Act, which extended this tentative map to May 18, 1996. An additional extension of time was approved
by the City to extend it to May 8, 1997. An automatic one -year extension was granted by Section 66452.13
of the Subdivision Map Act, which extended this tentative map to May 18, 1998. The Planning Commission
approved the final extension to May 18, 1999.
Approval of the Final Map was scheduled for the Council meeting of May 17, 1999. The required
improvement securities and certificates of insurance were not filed prior to the Council meeting and the
prescribed fees were not paid. The final map was continued to August 16, 1999. On August 6, 1999, an
additional extension request was received (see Attachment A).
Financial Impact:
There is no financial impact to the City.
Recommendation:
Staff recommends that the Mayor and Common Council continue this to December 7, 1999.

ATTACHMENT 1
On May 13, 1999, we requested an extension of time in which to obtain formal
City Counca Approval of the Final Map on the above - referenced property. At that
time, we were in negotiations with the note holders on the property for its pint
venture developmrent.
Due to litigation connected with the current owner's foreclosure action against the
previous owner, we have been unable to conclude our negotiations. Now that
the air has ciearrecl, however, we believe we can complete the negotiations and
be ready to post bonds for final reap recording within the next three to tour
months.
Accordingly, we hereby request a further extension from August 18, 1999 to
November 18, 19519. The current owner is also submitting its request by
separate letter.
