STAFF REPORT
SUBJECT
A resolution authorizing an Annual Purchase Order to Toter, Incorporated, for automated
residential refuse carts
BACKGROUND
The City of San Bernardino, through a bid process in 1995, has previously purchased over 160,000
automated residential refuse carts to provide collection of refuse, commingled recyclables and green
wastes. The successful bidder at the time was Toter, Incorporated. As a result of routine wear and
tear and anticipated growth within the City, it is necessary to purchase approximately 3,000 new
carts in fiscal year 1999/2000. The Refuse Division estimates that it will need $175,000 to purchase
approximately 3,000 carts. It is desirable to maintain the same manufacturer of carts in order to
standardize the replacement parts inventory. Toter has provided a letter which states they will
extend the same price per cart as charged in previous years.
Based on the above information staff recommends Toter, Incorporated be the preferred source for
automated refuse carts.
FINANCIAL IMPACT
There would be no adverse impact to the City's General Fund. During the Fiscal Year 1999/2000
budget process, the Refuse Division budgeted $175,000 for the purchase of new and /or additional
automated refuse containers.
RECOMMENDATION
It is recommended that the Mayor and Common Council adopt the resolution authorizing the
Purchasing Manager to award an Annual Purchase Order to Toter, Incorporated with a "not -to-
exceed" limit of $175,000.

City. Toter offers to extend the contract price of $36.54 and $42.34 each, respectively. This
pricing is FOB: first destination, San Bernardino, CA, per the terms of Toter's bid to the
City.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AN
ANNUAL PURCHASE ORDER TO TOTER, INCORPORATED, FOR AUTOMATED
RESIDENTIAL REFUSE CARTS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the City of San Bernardino has previously acquired 160,000 automated
refuse carts for residential service from Toter, Incorporated and that it is desirable to continue to
use the same manufacturer to eliminate the need to maintain separate replacement parts
inventories. Pursuant to this determination, the Purchasing Manager is hereby authorized and
directed to issue an Annual Purchase Order to Toter, Incorporated, for the purchase of automated
refuse carts with the total amount "not -to- exceed" $175,000.
SECTION 2. The authorization to execute the above referenced is rescinded if a
purchase order is not issued within sixty (60) days of the passage of this resolution.
