Synopsis of Previous Council Action:
9/16/14 Resolution 2014-346 adopted authorizing the execution of amendment#1
to the vendor service agreement for security guard services at various City
locations to be funded by the Successor Agency to the Redevelopment
Agency.
12/17/12 Resolution 2012-293 adopted authorizing the execution of a contract and
issuance of a purchase order to Platinum Security for security guard
services at Feldheym Library and Metrolink station.
Background:
The City of San Bernardino has a contract with Platinum Security through the end of
Fiscal Year 16/17. Platinum Security provides security services to the Feldheym
Library, Metrolink Station, City Hall, Carousel Mall, and other City owned locations.
Due to the increase in violent crime in city parks, the police department has contracted
with Platinum Security for the term of three and a half months to provide a two-man

is armed patrol unit to patrol Wildwood, Meadowbrook, Perris Hill and Seccombe Lake
Parks. The scope of their duties will be to enforce city Municipal Codes regarding being
in the park after hours. The police department is working towards hiring part-time
employees to take over these responsibilities by the end of September 2016 and on a
full-time basis in the future.
The cost for these additional services is $1,880 per week for a total not to exceed
$32,000 through September 2016. The Police Department is requesting an increase of
the Annual Purchase Order for Fiscal Year 2016/2017 to $142,887 to pay for the

Security, Inc., a California corporation ("Vendor"). Collectively, City, Successor Agenc

WHEREAS, City and Vendor previously entered into an original Agreement fc E
10 Security Guard Services dated December 17, 2012 (the "Agreement"); and

11 <WHEREAS, the Agreement's scope of services included security guard services 2 ;
12 the Feldheym Library and the San Bernardino Metrolink Station, as more particularl a
described in the Agreement; and a

WHEREAS, the original Agreement was Amended by Resolution 2014-346 of Q0
14 September 16, 2014; and
15 WHEREAS, the Police Department for the City of San Bernardino desires thz
16 Vendor provide additional security guard services with respect to City parks consister 0
with the Scope of Services; and o

WHEREAS, Vendor agrees to provide additional security guard services wit'
18 respect to those City parks consistent with this Amendment Number Two; and

WHEREAS, it now becomes necessary to adopt Amendment Number Two to sai,
20 Agreement and the Parties are desirous of such amendment. M

21 NOW, THEREFORE, in consideration of the mutual undertakings herein, th,
22 Parties amend the Agreement as follows: E
23 1. The Scope of Services is amended to add one (1) two-person armed un a
whose primary assignment shall be to patrol the following City parks.
24 a. Wildwood Park (536 E. 40th Street)
b. Meadowbrook Park (2nd and Sierra Way)
25 c. Seccombe Lake Park (Sierra Way and 5th Street)

1 2. Duties of the two-person armed unit shall include, but are not limited to
2 patrolling the aforementioned parks from 8:00 p.m. to 4:00 a.m., Tuesday tc
Saturday in order to ensure park attendees vacate those parks according tc
3 the provisions of San Bernardino Municipal Code section 12.68.020. Th4
4 two-person armed unit shall patrol in one clearly marked security unit.

5 3. The Schedule of Compensation and Expenses is amended to add funding ii L
the amount of $32,000 for additional armed security guard services, as more o
6 particularly described in Attachment "2", attached hereto and incorporates U

7 not to exceed $347,000. All remaining provisions of the Agreement an(
