Mr. Mutazakupa was employed with the City from February 2010 to July 2015. Prior to departing
the City, he was the Budget Officer/Assistant to the City Manager (U). He has extensive d
experience with the City of San Bernardino's operating budget and specifically the compilation
of individual department data and many funding activities associated with the annually operating
budget. Possessing a higher level of corporate knowledge and one that is seldom obtained by
job recruitments, Dixon brings to the forefront the below essential budget officer comprehension:

1) Correlates appropriations for specific programs with appropriations for
department programs and includes multiple revenue sources.
2) Detailed understanding of the City's programmatic budget with general ledger
analysis, consolidated financial reporting, special expenditure tracking, and
managerial review processing.
3) Communicates with department heads to ensure budget requirements are met
in accordance with program direction in order to facilitate strategic planning.
4) Maintains financial data and derives regular and special budget reports to
assist with the establishment of organizational goals, policies and directives.
5) Prepares comparative analyses of operating programs by analyzing costs in =
relation to services during previous fiscal years and submits reports to
department directors with recommendations for budget revisions. Q
6) Prepares and maintains proposed budget data for examining and fund c

Justification/Reason for Request
Ms. Rohleder has been employed with the City of San Bernardino since 2005. In April of LL
2008, she was hired as a Code Enforcement Officer II with the Community Development a
Department and in September of 2014, she transitioned into the position of Community
Policing Specialist with the Police Department.
Ms. Rohleder's years of experience will afford her the opportunity to directly assume the a
duties and responsibilities of her predecessor (Charles Carter). In order for the
receivership program to effectively continue to address an increasing number of blighted
properties, it is very important to retain valuable employees who are familiar with the
complex processes of initiating and successfully completing receivership actions. Ms.
Rohleder will be a valuable asset in helping the receivership program continue to be a
success.
