litigation - pursuant to Government Code Section 54956.9(d)(2).
C. Conference with legal counsel - anticipated litigation - initiation of litigation -
pursuant to Government Code Section 54956.9(d)(4).

E. Closed session with Chief of Police on matters posing a threat to the security of

2. Staff Reports
2A. City Attorney
Authorize the City Manager, as Successor Agency Executive Director, to Execute an
Amendment to Lease of Real Property Located at 296 E. 3 d Street from the City of San
Bernardino to the United States of America, To: (1) Extend Term of Lease through May
14, 2052 and (2) Substitute the California Army National Guard for the United States of
America as Lessee.
Public Comments:
Scott Olson, San Bernardino
Motion: Authorize the City Manager to execute, on behalf of the City and on
behalf of the Successor Agency, if necessary, a further version of the lease
amendment provided that there have been no material changes that would
affect the interest of the City or the Successor Agency based on advice of
counsel to the City Manager.

RES. 2016-128 — Resolution of the Mayor and Common Council of the City of San
Bernardino Approving and Adopting the City of San Bernardino's Final Budget for Fiscal
Year 2016-17 and Establishing the City's Appropriation Limit as Required by Article
XIII B of the California State Constitution (Continued from June 20, 2016).

3. Public Comments for Items not on Agenda
Scott Olson, San Bernardino, spoke about the funds given for Charter education. He said
the Charter would sell itself. He spoke about the fire department, charges for service, and
PERS rates.
Robert Porter, San Bernardino, spoke against the use of $150,000 for Charter education
and said it could be better spent.
Darren Espiritu, San Bernardino, said he supported the Quality of Life clean up and said
he was proud of the collaboration between the departments and announced a July 9 Perris
Hill Park clean up.
4. Adjournment
The meeting adjourned at 10:13 p.m. The next joint regular meeting of the Mayor and
Common Council and the Mayor and Common Council Acting as the Successor Agency
to the Redevelopment Agency is scheduled for 2:00 p.m., Tuesday, July 5, 2016,
