Recommended Motion:
That the Director of Development Services be authorized to proceed with the sale of City
property located at the Northwest corner of Kendall Drive and University Parkway, known as
Assessor's Parcels 0151- 241 -03, 0151- 241 -12 and 0266 - 115 -14 and do all things necessary to
conclude the sale, including the payment of appraisal and title fees and other appurtenant costs
not to exceed $7,500.00.

Staff Report
SUBJECT:
Authorization to Proceed — Sale of City Property and Water Department Property located on the
Northwest Corner of Kendall Drive and University Parkway.
BACKGROUND:
The subject property consists of three parcels of land totaling 6.66 acres, located at the northwest
corner of Kendall Drive and University Parkway. Parcel One (0151- 241 -12) and Parcel Two
(0151 - 241 -03) were acquired in June, 1921 from the Muscupiabe Land and Water Company.
Parcel Three (0266 - 115 -14) was acquired in February, 1965 from John R. Munn, Trustee. Parcel
One and Parcel Two were acquired through the City for Water Department use. Initially, the
Water Department thought that Parcel three was also theirs, but it was later determined that it is
owned only by the City. Since it is only a small parcel of land (approximately 10,500 square
feet), staff felt it should still be included in this proposal.
The Water Department has now determined their parcels are surplus and would like to proceed
with its sale. An appraisal was done by the Water Department in February, 1999 and the
property was appraised at $566,000. Portions of the property lie within a hillside and thus only
portions are developable. The property is currently designated for residential development.
Commercial or retail development would require a General Plan Amendment. A title report has
not yet been ordered but this office will acquire a title report if authorization is given. The
appraiser will be contacted and asked to adjust the appraisal if any items are found in the title
report that may adversely affect the marketability of this property.
A Notice of Exemption was filed by the Water Department on February 9, 1999 and on July 20,
1999, the; Board of Water Commissioners declared the subject property as surplus property and
authorized its sale.
If authorization is given to proceed with this sale, City Departments will be contacted to
determine if there is a need by those departments for use of this land. A summary of those
responses will be submitted at a later date, at which time action may be taken to sell the property
through the normal bidding process, or to retain the property.
FINANCIAL IMPACT:
The City will retain the proceeds of the sale of Parcel Three. The net proceeds of the sale of
Parcels One and Two , less all appurtenant costs, including appraisal and title fees will be
forwarded to the Water Department for their use, since those parcels were purchased and owned
by them.
RECOMMENDATION:
Staff recommends that authorization to proceed with the sale be given.
