Description) Weed Abatement Finance: C' i Council Notes: Agenda Item No. w' CITY OF SAN BERNARDINO — REQUEST FOR COUNCIL ACTION Staff- Report SUBJECT: Approve a purchase order to Darell Barbarick, H & H Citrus, Inc, and Scott Tractor Service to perform weed abatement services for the City of San Bernardino. BACKGROUND: The 1999 -2000 Budget provides for weed abatement on vacant lots throughout the City. There will be two (2) annual weed abatement cycles for 1999 -2000, spring and fall. Special abatement inspections and enforcement will be conducted between these cycles and will concentrate on debris built up on all vacant lots. In order to abate weeds and debris in a timely manner, staff is again recommending that the Council award three (3) contracts for these services. Approximately 3,000 parcels are abated annually In order to ensure the best possible price, staff prepared weed abatement specifications, which include reporting procedures by the contractor for all work performed and in progress. In June 1999 bids were advertised and furnished to seven area contractors and to the San Bernardino Chamber of Commerce. As advertised, bids were publicly opened and read on June 15, 1999. There were only three (3) bids received; there were no San Bernardino bidders. Darell Barbarick Fontana, CA 92337. H & H Citrus, Inc. Mentone, CA 92359. Scott Tractor Service Bloomington, CA 92316. Bid prices for discing, mowing and handwork were requested as part of the bid package. Low bid was $45 per acre for discing and mowing and $35 per half -hour for handwork. These bids include hauling and disposal. Work is awarded on a rotational basis as contractors complete the previously assigned job. Additional work will not be issued until the previous work has been satisfactorily completed. Each contractor's ability to satisfactorily complete the work assigned will determine the amount of work issued. Work will be awarded first to the two lowest�idders, H & H Citrus, v Inc. and Scott Tractor Service. If both of these two bidders are not available to perform the work, then work will be awarded to Darell Barbarick. FINANCIAL INPACT: The cost to the City for weed abatement services is capped at $170,000 as this is the approved budget for FY99 -00.. As part of the abatement and cost recovery process owners are billed for the work done on their properties. If the bill is not paid the amount owing is placed as a lien on the property taxes and eventually the City should be reimbursed for costs incurred. RECOMMENDATION: Adopt the attached resolutions authorizing the Purchasing Manager to issue a purchase order in the amount of $170,000 for weed abatement services for FY 99 -00. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER BETWEEN THE CITY OF SAN BERNARDINO AND DARELL BARBARICK, H & H CITRUS, INC., AND SCOTT TRACTOR SERVICE RELATING TO DISCING OF VACANT PROPERTIES FOR WEED ABATEMENT PURPOSES. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Purchasing Manager is hereby authorized and directed to execute, on behalf of said City, a purchase order between the City of San Bernardino and Darell Barbarick, H & H Citrus, Inc., and Scott Tractor Service relating to discing of vacant properties for weed abatement purposes in the maximum amount of $170,000. SECTION 2. The authorization to execute the above referenced purchase order is rescinded if the parties to the contract fail to execute it within sixty (60) days of the passage of this resolution.
