POSITION JUSTIFICATIONS
The following are justifications for appointments, promotions and other personnel
actions to be reviewed by the Mayor and Common Council at the August 16, 1999
Council meeting.

3. Food Service Supervisor II (Castillo, Jr., Albert) — Appointment
PARKS, RECREATION & COMMUNITY SERVICES
The position of Food Service Supervisor II is essential to the City's Senior Nutrition
Programs' operational effectiveness and efficiency. This position is a contractual
obligation mandated program supervisor required by the contractor, the County
Department of Aging and Adult Services. Since elimination of the Food Service
Supervisor I position in 1997 for budget considerations, the Food Service Supervisor II
position is the only full -time supervisory level position funded by the Senior Nutrition
,grant to oversee the operational functions of the program.
The Food Service Supervisor II position is responsible for the day -to -day operations of
the program, including its seven (7) program sites and 20 staff. The program involves
preparation, serving and delivering 90,000 meals yearly to seniors 60 years and older.
The Food Service Supervisor II oversees every aspect of the meals preparation and
delivery system to include procurement, menu development, storage, inventory and
satellite site delivery and service.
Further, this position is fully funded by grant funds and no general funds are required.
6. Community Service Representative II (Neville, Michelle) — Promotion
POLICE
The Police Department currently has one (1) opening in the Community Service
Representative I (CSR 1) category. The incumbent has been employed with the Police
Department as a CSR I since December 1994. Ms. Neville is a fully trained CSR I and
with her training, should enhance her abilities as a Community Service Representative
11. Her knowledge and expertise in this area is necessary in the patrol function of
Community Service Representatives.
