STAFF REPORT
SUBJECT
A resolution authorizing the submittal of a grant application for a waste reduction and pollution
prevention program for local businesses.
BACKGROUND
The United States Environmental Protection Agency (US EPA) Sustainable Development Challenge
Program is awarding grant funds for fiscal year 1999 to organizations, including local governments,
for projects that support community -based sustainability projects that achieve environmental,
economic and social equity goals through collaborative efforts. The grant encourages projects that
form local partnerships which increase the capacity to ensure the long -term economic and
environmental health of the community.
Public Services is requesting these grant funds to seed a City -wide waste reduction and pollution
prevention education, technical assistance, and recognition program for local businesses. Initial
funding would include provisions for waste reduction, pollution prevention training and information
workshops to the approximately 256 small automotive engine and body repair businesses operating
within the City. Public Services will cooperate with local education and business organizations to
develop the workshops, information materials, and recognition criteria under the grant and to
encourage business participation.
San Bernardino Valley College has agreed to host training events at their Vocational Education
facilities with San Bernardino County Fire Department staff presenting the material, the Inland
Empire Small Business Development Center may assist with materials development and workshop
promotion, and local Business Associations have offered to assist with attendance recruitment.
FINANCIAL IMPACT
This grant offers two competitive funding ranges. Public Services is requesting funding from this
grant up to $100,000, with a 20% or greater match required from the local partnership. Public
Services ,will provide $18,000 of in -kind staff time and benefits (calculated at 60% of one
Environmental Projects Assistant) toward this match for project administration; no additional funds
or services would be funded by the City.
RECOMMENDATION
Staff recommends adoption of the attached resolution authorizing the submittal of the application
for US EPA Sustainable Development Challenge Grant funds.

the Sustal*nable Development Challenge grants; and,
WHEREAS, if approved, local partnerships will be established for purposes of developing
a waste reduction and pollution prevention education, technical assistance, and recognition
program for local businesses, with the initial target group of small automotive engine and body
repair garages; and,
WHEREAS, such a program would be instrumental in addressing the Community
Outreach Goal and Actions for the City adopted on October 19, 1998, by providing a mechanism
to improve specific economic and environmental conditions, and by strengthening City
cooperation with San Bernardino Valley College and local Business Associations through building
a viable network for sustaining the economic and environmental health of this community; and,
WHEREAS, the applicant will enter into an agreement with the US EPA for development
of the project; and,
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common Council
authorizes the submittal of an application to the US EPA for a waste reduction and pollution
prevention education, technical assistance, and recognition program for local businesses. The
Director of Public Services of the City of San Bernardino or designee is hereby authorized and

package, and subject to legal review and approval by the City Attorney, for the purposes of securing
grant funds and to implement and carry out the purposes specified in the grant application.
