Synopsis of Previous Council Action:
June 7, 1999 Resolution No. 1999 -129 adopted approving an Agreement with the City of
Colton and the Rialto Unified School District for installation of a traffic signal
at the intersection of Pepper and Randall Avenues. Allocated $35,333.33 from
FY 1999 -2000 Fund 250 "Traffic Systems Construction" budget to fund San
Bernardino's share of the project.
June 21, 1999 Approved Plan No. 9903 and authorized the Director of Development Services
to advertise for bids.
July 6, 1999 Allocated $35,333 "Install Traffic Signal -- Pepper /Randall" from the Traffic
Systems Fund as part of the 1999 -2000 Capital Improvement Budget.

Subject:
Resolution Awarding Contract to High Light Electric for installation of a Traffic Signal at the
Intersection of Pepper Avenue and Randall Avenue per Plan No. 9903.
Background:
On June 21, 1999, Council approved Plan No. 9903 and authorized the Director of
Development Services to advertise for bids. See Exhibit "A" for project location.
Bids were received for the project from seven contractors on August 10, 1999, as indicated on
the attached summary of bids. High Light Electric of Perris California submitted the lowest
bid. This company is properly licensed and qualified to perform this work.
The estimate project costs are as follows:

Financial Impa ct:
The cost of this project will be shared equally between San Bernardino, Colton and the Rialto
Unified School District. San Bernardino's share of this project will be funded from Account
No. 250- 307 -5504 -7175. The City of Colton and the Rialto Unified School District will each
share 1/3 of the project cost in the estimated amount of $35,333.33. This will provide a total
funding amount of $106,000. Colton and the School District will be billed after completion of
the project when final costs are known.
Recommendation:
That the Mayor and Common Council adopt the attached Resolution Awarding Contract to High
Light Electric for installation of a Traffic Signal at the Intersection of Pepper Avenue and
Randall Avenue per Plan No. 9903

RESOLUTION NO.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AWARDING CONTRACT TO HIGH LIGHT ELECTRIC FOR
INSTALLATION OF A TRAFFIC SIGNAL AT THE INTERSECTION OF PEPPER
AVENUE AND RANDALL AVENUE PER PLAN NO. 9903.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. High Light Electric is the lowest responsible bidder for Installation of a
Traffic Signal at the Intersection of Pepper Avenue and Randall Avenue per Plan No. 9903. A
contract is awarded accordingly to said bidder in a total amount of $90,970.00 but such award
shall be effective only upon being fully executed by both parties. All other bids, therefore, are
hereby rejected. The Mayor is hereby authorized and directed to execute said contract on
behalf of the City; a copy of the contract is on file in the office of the City Clerk and
incorporated herein by reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
within sixty (60) days of the passage of the resolution.
