POSITION JUSTIFICATIONS
The following are justifications for appointments, promotions and other personnel
actions to be reviewed by the Mayor and Common Council at the September 7, 1999
Council meeting.
CLASSIFIED
GENERALFUND
Maintenance Worker II (Bettencourt, Michael & Chandler, Douglas) —
Appointments PUBLIC SERVICES
These two (2) positions are assigned to the newly- created abatement/board -up crew
assigned to Public Services in collaboration with the Code Compliance Division's need
for blight abatement services. The two -man crew is responsible for performing work
originally contracted -out. This is a cost - cutting measure and will result in increased
efficiency and expedient response to the Code Compliance Division's needs.
Draftsperson (Rodriguez, Eli) — Appointment
DEVELOPMENT SERVICES
This position is a vacant budgeted position in the Public Works Design Section. The
position has been vacant for over a year due to a promotion in the Section.
The position is necessary for the Section to accomplish design and drafting work in-
house, which can usually be accomplished anywhere from one -half to one -forth the cost
of contracting out the services. There is currently $40 million budgeted for capital
improvements for FY 1999/2000. The filling of this position is necessary to assist in the
design and drafting of these various projects, which greatly benefit the public through
new and upgraded infrastructure.
The filling of this position will also improve the efficiency of issuing permits for various
private development and improvement projects. Additionally, the filling of this position is
needed for maintaining of the various records and maps, such as sewer maps, storm
drain maps, sewer lateral books and master address wall maps. Some of these records
are not up -to -date, which requires additional research to locate necessary information.
Filling this position will make such record searching more efficient.
The majority of the position is funded through the funding of various Public Works
projects and permit fees.

Real Property Specialist (Gomez, Eileen) — Promotion
DEVELOPMENT SERVICES
This position is a vacant budgeted position in the Real Property Section. The position
has been vacant since last April. A second Real Property Specialist position was
eliminated with the FY 1999/2000 budget.
The position is necessary to accomplish the various tasks carried out by Real Property,
such as formation and monitoring of assessment districts, street name changes, right -
of -way acquisition, property acquisition and disposition, lease management and the
formation of underground utility districts. The Section also provides property and right -
of -way information to various departments and the public.
A majority of the costs and expenses of the position are funded either through the
assessment districts or cost recovery fees for the various tasks, such as street
vacations. Without this position, many of the tasks would have to be contracted out at a
higher cost than could be accomplished in- house. Since there is currently only one (1)
office staff to carry out the various tasks, filling this position will allow better service to
the public and to the various departments that rely on the Section for research.
Community Services Program Specialist (Nelson, Penny) — Promotion
PARKS, RECREATION & COMMUNITY SERVICES
This position was approved in order to accommodate the increase in programming for
the Senior Companion Program (SCP). The program received additional federal and
state funding in order to expand services to such outlying areas as Victorville, Yucaipa
and other desert communities. There has been a demand for services in those areas in
the past, but no funding was available. The City program is the only SCP in the area
that could accommodate such an undertaking and for that reason was chosen to
receive the funding to expand.
The Senior Companion Program provides services to homebound persons, the frail
elderly and respite services for providers of health care such as for those who care for
Alzheimer patients. Senior Companions must be 60 years of age or older and
physically able to provide 20 hours of service each week to serve in this program.
Volunteers are paid a small stipend to offset some of the expenses of volunteering.
Companions receive in- service training one day per month.
Currently, the SCP is serving 260 clients with 62 companions. With the additional
funding, 25 companions may be added to serve 100 more clients. The budget provides
additional funding to pay for the staff necessary for the additional workload for adding
new companions and clients. The Community Services Program Specialist position, to
which the incumbent is being promoted will provide the person needed to work with the
SCP Coordinator /Program Director, to provide services to the current service area, as
well as the newly funded expanded areas. Without this position, this expanded program
will not be able to function as planned and funded.

The City's Grant Match of $81,400, which includes the City share for positions and
fringe benefits will not increase for this position.
Assistant Buyer (Doemner, Carol) — Promotion
FINANCE /PURCHASING
This position is included in the FY 99/00 budget. Since it has been vacant, Purchasing
has been behind in processing bids and purchase orders for departments. The delays
in Purchasing jobs negatively impacts department's ability to perform. Filling this vacant
position will increase efficiency by allowing for more timely and accurate processing of
bid and procurement requests, and will increase services to the public by enabling
Purchasing staff to interact with potential vendors in an educational and administratively
expeditious fashion. Additionally, filling this position will enable Purchasing staff to offer
improved services to City departments through more timely bids and purchase orders.
Animal Control Officer (Van Ness, Jennifer) — Appointment (Provisional)
ANIMAL CONTROL
This provisional appointment is necessary for the Division to continue to meet its
contractual obligation to the City of Fontana. There are seven (7) Animal Control Officer
positions budgeted to provide service to both San Bernardino and Fontana on a 24-
hour, 7- day - per -week basis. Of these seven (7) positions, only five (5) are currently
filled. Service demands are not being met with current staffing levels.
The new employee, who has experience working in the field as a Human Society
volunteer, will assist with basic field service calls (dead animal pick -ups, stray animal
pick -ups) for the next one to two months until the positions can be filled on a permanent
basis.
REFUSE FUNDS
Refuse Operator I (Burton, Alex) — Appointment
PUBLIC SERVICES
The Commercial Collection Division has maintained a Refuse Operator I vacancy since
May 1999. The lack of personnel in this position severely limits the Division's ability to
provide same -day service day delivery of commercial bins consistent with the levels
provided by private haulers. The appointment promotes a current Extra - Relief /Heavy
Laborer.

Secretary (U) (Rivera, Veronica) — Higher- Acting Classification
MAYOR'S OFFICE
The appointment of the existing Typist Clerk III to Secretary (U) in a higher- acting
capacity temporarily fills the position vacated by the promotion of Sheree Cabello to
Executive Secretary (U). A recruitment to permanently fill this position is currently
underway.
Executive Secretary (U) (Cabello, Sheree) — Promotion
MAYOR'S OFFICE
This appointment to the position of Executive Secretary (U) underfills the position of
Assistant to the Mayor (U) and will provide the Mayor's Office the necessary clerical and
administrative support needed to fulfill the duties of the Mayor's Office.
Deputy City Clerk I (Szendrodi, Cathleen M.) — Appointment (Provisional)
CITY CLERK
The Administrative Division of the City Clerk's Office has five (5) authorized positions.
Currently, one (1) Deputy City Clerk position is vacant and one (1) Secretary position
will be vacated September 8, 1999. The Administrative Division is responsible for
staffing all Council meetings, meetings of the Redevelopment Committee, Community
Development Citizens Advisory Committee and Mobilehome Rent Board, preparing
Council agendas and minutes, Lien Program, campaign statements, Statements of
Economic Interest, updating the Municipal Code, processing ordinances and
resolutions, elections and research. Employees who held the vacant positions were
also passport agents, so we have lost two (2) of our ten (10) designated agents.
The Department needs to fill the Deputy City Clerk position as soon as possible to be
able to meet agenda deadlines, cover Council meetings and to keep abreast of the
numerous tasks for which the Administrative Division is responsible. The entire
Department has been short staffed for nearly four months, due to the absence of one
(1) employee who is o r r maternity leave, and one (1) other employee who has been off
on medical leave. So it is imperative that we fill at least one (1) of the vacancies on a
provisional basis, until recruitment can take place to fill both positions on a permanent
basis.
Solid Waste Manager (U) (Rodgers, Arlington) — Promotion
PUBLIC SERVICES
The Solid Waste Manager position reports to the Director of Public Services and is
responsible for the management of the Refuse Division. Recruitment for the position
was conducted in July and August. Seven applications were received. Interviews were
conducted in mid - August and a candidate was selected.

The incumbent was determined to be the successful candidate for the position. He has
been the Acting Solid Waste Manager since December 1998. During this time, he has
demonstrated his ability to successfully manage the Division, dealing with the various
logistics and personnel issues relating to the daily operation of the Division. His
strength is his ability to deal successfully with the many personalities present within in
the Division, while continuing to foster a team approach.
