SUBJECT:
Status report of the Fire Department Standards Ad Hoc Committee's work progress.
BACKGROUND:
An initial meeting of the Ad Hoc Committee occurred in November of 1998. The Committee
has been meeting approximately every 4 weeks since that time.
The primary mission/scope of the Committee is to analyze the time intervals from receipt of
an emergency call at dispatch until arrival of emergency responders at the emergency
incident. After the analysis is completed, they will recommend time standards to the Mayor
and Council to adopt as planning standards for each of the three main time intervals. In
addition, the Committee will also recommend a fire station location and siting plan for
adoption as a long range - planning tool.
To date, there have been many subjects discussed and analyzed; a few of those subjects are
listed below:
➢ Emergency medical aid factors related to necessity of expedient arrival of first responder;
➢ Fire growth, and spread factors;
➢ Total System Reflex Delivery Time components;
➢ Building construction types, re. susceptibility to fire destruction;
➢ Dispatch process and Priority Dispatching.
Committee members have also participated in a live fire training exercise and have observed a
trapped victim vehicle extrication demonstration.
A target time frame to complete the Committee's work and recommend standards to Mayor
and Council for adoption is on target for near the end of this calendar year.
