Clark, City Cler DATE: August 17, 1999 RE: Designation of Voting Delegate for League of California Cities Annual Conference October 10 —12, 1999, San Jose, California The League of California Cities Annual Conference is scheduled for Sunday, October 10 through Tuesday, October 12, 1999, in San Jose, California. One very important aspect of the Annual Conference is the General Business Meeting when the membership takes action on conference resolutions. Annual conference resolutions guide cities and the League in efforts to improve the quality, responsiveness and vitality of local government in California. To expedite the conduct of business at the above - referenced policy - making meeting, the League has requested that each City designate a voting representative and an alternate who will be present at the Annual Business Meeting on Tuesday, October 12, 1999 at 9:15 a.m., at the San Jose Convention Center. Since the Mayor has indicated that she will be attending the conference, she will be designated as the voting delegate; however, the Mayor and Council need to designate an alternate voting delegate in the event the Mayor is not able to attend the conference. One very important aspect of the Annual Conference is the Annual Business Meeting when the membership takes action on conference resolutions. Annual Conference resolutions guide cities and the League in our efforts to improve the quality, responsiveness and vitality of local government in California. It is important that all cities be represented at the Annual Business Meeting on Tuesday, October 12, at 9:15 a.m. at the San Jose Convention Center. To expedite the conduct of business at this important policy - making meeting, each city council should designate a voting representative and an alternate who will be present at the Annual Business Meeting. League bylaws provide that each city is entitled to one vote in matters affecting municipal or League policy. A voting card will be given to the city official designated by the city council on the enclosed "Voting Delegate Form." If the mayor or a member of the city council is in attendance at the Conference, it is expected that one of these officials will be designated as the voting delegate. However, if the city council will not have a registered delegate at the Conference but will be represented by other city officials, one of these officials should be designated the voting delegate or alternate. Please complete and return the enclosed "Voting Delegate Form" to the Sacramento office of the League at the earliest possible time (not later than Friday, September 24, 1999), so that proper records may be established for the Conference. The voting delegate may pick up the city's voting card at the designated Voting Card Table located in the League Registration Area. The voting procedures to be followed at this Conference are printed on the reverse side of this memo. Your help in returning the attached "Voting Delegate Form" as soon as possible is appreciated.
