the Salary Range Adjustment for the Position of Director of Finance (U). (#4402)

Financial Impact:
The cost to fund the remainder of fiscal year 2015-2016 is approximately $5,200.00,
which will be absorbed through salary savings within the operating budget of the
Finance Department.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
None
Background:
The mission of the City Manager's Office is "to provide leadership, direction and
oversight of all policies and programs established by the Mayor and Common Council,
to efficiently and effectively implement the goals of the governing body in a fiscally
responsible manner; and to give City employees the tools necessary to provide superior
municipal services to the residents and business community of San Bernardino." The
City Manager has reviewed the organization of his office departments and determined
that several changes should be made for the proper execution of the department's
responsibilities.
The request to adjust the salary range for the position of Director of Finance (U) is vital
as the current salary has not been reviewed since the last classification and
compensation study conducted back in 2007. The Director of Finance (U) position has
been vacant since March 2015. Given the City's bankruptcy status, the need for a
dedicated Finance Director has never been greater and at a more pivotal point.
All of the financial management leadership areas will be reestablished and shall include
the following highlighted areas:
• Oversee all financial accounting operations and lead City financial
planning
• Coordinate, analyze and report the financial performance to the Mayor

and Common Council (financial performance, revenue projections and
other special projects as required)
• Prepare short and long-term financial reports of expenditure and revenue
performance for use with internal management.
• Oversee audits, coordinate activities with audit firms and review firms
performance
• Develop, implement and maintain accounting and administrative policies
and procedures for a wide-ranging set of activities including financial
accounting, reporting, revenue projections, and contract administration.
In order to hire a qualified and dynamic Director of Finance (U), it is highly
recommended to increase the top salary range from $168,984.00 to $188,580.00 (a
$19,596.00 increase).
