Justification for the Request
This position recently became vacant, when the employee that previously held the position was
promoted to the Associate Planner position.
The Assistant Planner/Associate Planner assists the public at the counter, works with
developers, and processes development applications through the entitlement process. Keeping o
this position vacant will increase processing times and increase the backlog of planning cases. N

Elizabeth Mora-Rodriguez is a current Community Development employee, who started with 0
the City as a SB Direct Call Taker on February 12, 2012. Ms. Mora-Rodriguez was subsequently
promoted to a Development Services Technician, in the Community Development Department, U
on April 16th, 2015. Ms. Mora-Rodriguez obtained a Bachelor's degree in Public Administration
from California State University of San Bernardino. She is familiar with many of the Planning
processes and functions. a

The classification of Community Policing Specialist has 7 authorized positions,
one of which is currently vacant, and one pending retirement, which will leave w
two vacancies. Ms. Johns will fill one of these vacant positions. Ms. Johns was a
previously employed as a Community Policing Specialist, and resigned in June of
2015. Ms. Johns is eligible for reinstatement, and was selected for this position
following a background investigation, which identified her as a suitable candidate
for the position.

The classification of Police Transcriber has 4 authorized positions, one of which
is currently vacant. Ms. Johnson will fill the vacant position. Ms. Johnson was r
selected for this position following a competitive process, including an interview a
and background investigation, which identified her as a suitable candidate.
Ms. Johnson previously held the position of Police Transcriber with the City of
San Bernardino from September 1999 through August 2012. At the time of her
separation from the City in 2012, Ms. Johnson was at Step 21 of the pay scale
for the Police Transcriber classification. Given her nearly 13 years of experience
as a Police Transcriber with the City, her satisfactory performance in that role,
and her previous pay rate, appointment at Step 21 is recommended.

Justification/Reason for Request
On April 4, 2016 the reclassification of this position was approved by the Mayor and o
Common Council, supporting significant operational changes that have occurred within
the Public Works Department. Ms. Davis's scope of responsibility has expanded to
include a broader range of duties within the Building Maintenance Division such
accounts payable for millions of dollars in utility billings for City owned buildings, street r
lights, traffic controllers, and parking structures. Ms. Davis is also responsible for a
separating utility billings between departments and assisting the Division Manager in all
facets of division operations. For this reason we are requesting that Ms. Davis be
reclassified from Departmental Accounting Assistant to Accounting Assistant.
