the Reclassification of One (1) Departmental Accounting Technician to Accounting
Assistant; and the Reclassification of the HVAC Supervisor to Facilities Maintenance
Supervisor, Within the Public Works Department. (#4379)

Financial Impact:
The cost differential to fund the reclassifications for the remainder of FY 2015-16 will be
absorbed within the operating budget of the Public Works Department.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
None
Background:
Currently, the Public Works Department has numerous vacancies among its five
divisions and the duties of those positions are being absorbed by the remaining staff.
Staff is in the process of analyzing operations for a Fiscal Year (FY) 2016/2017
departmental re-organization. The proposed personnel reclassifications are consistent
with a continuation of services and will provide coverage in a broader range of
responsibilities within the Building Maintenance Division, which currently utilizes 15 full-
time positions.

Justification: The higher position is warranted due to the higher level of assistance
provided to the Building Maintenance Division Manager, including but not limited to
accounts payable and coordination of millions of dollars of utility billings for City owned
buildings, street lights, traffic controllers, and parking structures. This position is also
responsible for separating utility billings between departments and assisting the Division
Manager in all facets of the division operations. The salary and benefits increase will be
absorbed within the division's operating budget for the remainder of Fiscal Year
2015/16.

Justification: This reclassification will provide more flexibility and a broader range of
responsibilities within the Building Maintenance Division. The ability to use this position
throughout the division is crucial due to limited staffing and resources. The position is
currently vacant.
RECOMMENDATION
1. Reclassify one Departmental Accounting Technician, Range 1374, $2,867 -
$3,485/month, to Accounting Assistant, Range 1394, $3,168.00 - $3,850/month.
2. Reclassify the HVAC Supervisor position, Range 2474, $4,721 - $5,738/month,
to Facilities Maintenance Supervisor, Range 2484, $4,962 - $6,031/month.
3. Delete the classification of HVAC Supervisor.
4. Update the Public Works' Table of Organization.
5. Authorize the Human Resources Division Manager to update Resolution Nos. 97-
244 and 2011-218 to reflect these changes.
6. Authorize the City Manager's Office to amend the FY 2015/16 budgets to reflect
these changes.
