Mr. Hickerson had been employed by the Code Enforcement Division of the Community
Development Department for over ten years before leaving when the budget was cut
and the division was split. Even though he began working for another city, he continued E
to work for our Code Enforcement Division on a part-time basis, on weekends.

Mr. Nickerson will be able to directly assume the duties and responsibilities of his a
predecessor(Charles Carter). Mr. Hickerson's years of experience will be immeasurably
valuable to help the receivership program continue to be a success. He is a good fit for
the office and the program.

Currently, there is only one (1) full-time management position responsible for the
administration and coordination of the Community Development Block Grant
(CDBG), Home Investment Partnership (HOME), Neighborhood Stabilization
Program (NSP) and Emergency Solutions Grant (ESG) programs. Based on w
monitoring findings identified by the Housing and Urban Development a
Department (HUD) Los Angeles Office related to "[lack of] capacity to administer
the various programs pursuant to Federal, staff is recommending hiring two (2)
full-time CDBG Coordinators to ensure the City meets program mandates.
