Synopsis of Previous Commission/Council/Committee Action(s):
The commission has discussed during several previous meetings a proposed baseball stadium for San Bernardino.
These discussions resulted in the approval of the issuance of an RFP on February 21, 1994.

Recommended Motion(s).

MOTION: That the Community Development Commission approve the selection of KPMG Peat
Marwick/HOK as San Bernardino Baseball Stadium feasibility consultants, authorize staff to
prepare a professional services agreement with compensation not to exceed$30,000 and authorize
the Chairman and Executive Director to execute said agreement and related implementation
documents.

PROPOSED SAN BERNARDINO BASEBALL STADIUM
This staff report seeks authorization from the Community Development Commission to retain
KPMG Peat Marwick/HOK as stadium feasibility consultants and enter into a professional
services agreement with total compensation not to exceed $30,000.
Previously, the Chairman appointed the Baseball Stadium Ad Hoc Committee chaired by Dr.
Charles Terrell. Over the course of numerous meetings, site visits and analysis of preliminary
financial data, the Ad Hoc Committee concluded its initial work on this project by rendering
a formal report to the Community Development Commission during the course of a special
workshop called for that purpose.
On February 21, 1994, the Commission authorized staff to solicit proposals for feasibility
analysis of the proposed baseball stadium. Staff solicited letters of interest for consultant
services to provide a Financial Feasibility Study for a Multi-use Single "A" Minor League
Baseball Stadium. The following firms submitted letters of interest in response to listings
with Hawkins-Marktell and also in response to articles published in the SUN:

Each firm, or team of firms, received a specific Request for Proposals (RFP) with a response
deadline of noon, March 14, 1994. Four firms were responsive by the deadline, with the
remaining firms declining to submit or teaming up with others.
The four proposals were reviewed on March 14 using the FDA's standard rating sheet for
consultant services as follows:
(1) KPMG Peat Marwick/HOK $ 25,000 + $5,000 exp.
(2) Spectrum Group/HNTB $ 75,000
(3) Hogle-Ireland, Inc., $144,300
(4) Goodwin/Osborn Engineers $ 63,000 - $85,000
Proposals are available for review in the Economic Development Agency Administrator's
Office.
The selection panel consisted of Dr. Charles Terrell, Chairman of the Mayor's Ad Hoc
Baseball Committee; Jim Wehmeier, Spirit General Manager; Tim Steinhaus, EDA
Administrator; and Ray Salvador, Mayor's Administrative Assistant. Based upon the selection
panel's evaluation, the panel recommended KPMG Peat Marwick/HOK based on price and
respo siveness,to the RFP. Staff recommends adoption of the form motion.

Project Description: The City of San Bernardino proposes to build
a multi-use Baseball Stadium. Primary use will be for a 5000 seat
Class A Minor League ballpark. Other identified uses are soccer,
football, boxing, concerts, etc. The City has identified two
potential sites for this facility, The National Orange Show and the
Central City South redevelopment project area.
