This project was one component of the master planned community surrounding Shandin Hills Golf Course. The original conditions of approval required the installation of a 30 foot wide greenbelt (approximately 62 , 000 square feet) behind the garages to act as a fire buffer between the structures and a hillside of native vegetation. Due to a series of circumstances, the greenbelt was not maintained. The Fire Department issued a warning notice to Edgehill Management in June 1993 . After some brush fires occurred on Little Mountain, it had become apparent that Edgehill Management had not corrected the violation. A citation was issued requesting reinstatement of the greenbelt utilizing approved type plants and repair of the existing irrigation system. Subsequent to the issuance of the citation, Edgehill Management appealed to the City Council for leniency on the repairs due to lack of funds. The atter was referred to the City Administrator's Office. The Fire Department and the City Administrator's Office have met with Edgehill Management in an attempt to offer some alternatives to the full landscaping and irrigation costs of replacing the original greenbelt. After two meetings with Edgehill Management, City representatives met with the Homeowners' Association President and again with the management company. They are emphatic that they cannot absorb the costs of installing a new greenbelt nor the increased association dues. They claim that given the value of the units, present dues of $147 per month are not affordable now and that owners are abandoning units because they cannot sell . The association dues for many units are delinquent. Initially, the project was restricted to owner-occupied, but over time the rules either were not followed or were liberalized. Due to the inability to sell units, many have been converted to rentals. Today, 145 units are rented (53%) . cont. next page ----------------------------------------------------------------------------- COMMISSION MEETING AGENDA Meeting Date: C Agenda Item Number: D E V E L O P M E N T D E P A R T M E N T OF THE CITY OF SAN BERNARDINO STAFF REPORT ----------------------------------------------------------------------------- Recommendation Pursuant to municipal code regulations, this area must be reinstated as a fire buffer zone; however, because the homeowners' association insists on the inability to absorb the costs of installing a greenbelt, we are requesting financial assistance for this landscape project through the use of 20% set aside funds. Bid Estimates The Parks and Recreation Department has received estimates for the proposed project based upon the following: 1) Removal of weeds, trimming of trees and shrubs to a distance of fifty (50) feet from the condominium garages. 2) Refurbishment of the irrigation system. 3) Hydroseeding of fire retardant ground cover mixed with annual wild flowers on the cleared area. A total of three landscape contractors inspected the property; however, only two of the contractors submitted written estimates. The estimates average approximately $18 , 500. 00 . Attached for your review are copies of the bid estimates and the memo submitted by the Parks and Recreation Department. The recommended grant amount also includes an additional expenditure in the amount of $1, 000. 00 which is the estimated cost for the Parks and Recreation Department to oversee the installation of the greenbelt. ---------------------------------------------------------------------------- COMMISSION MEETING AGENDA Meeting Date: Agenda Item Number: CITY OF SAN BERNARDINO PARKS, RECREATION & COMMUNITY SERVICES INTEROFFICE MEMORANDUM TO: JEANNE FITZPATRICK, ADMINISTRATIVE ANALYST FROM: ED YELTON, SUPERINTENDENT OF PARKS SUBJECT: EDGEHILL CONDOMINIUM SLOPE RELANDSCAPING DATE: March 15, 1994 COPIES: ----------------------------------------------------------------- As requested by City Administrator, Shauna Clark, an on-site inspection of the Edgehill Condominium Landscaping was conducted to determine the extent of refurbishment needed. The inspection was conducted by three landscape contractors, Jim Rock of Rock Enterprises; Excel Landscape and Golden West Landscape. The items covered were the removal of weeds, trimming of trees and shrubs to a distance of fifty (50) feet from the condominium garages, refurbishment of the irrigation system and the hydroseeding of fire retardant ground cover mixed with annual wild flowers on the cleared area. The fifty (50) foot landscape area and the plant material was coordinated with Paul Allaire of the San Bernardino Fire Department. Excel Landscape and Golden West Landscape, submitted proposals (copies attached) for refurbishment of the slope areas surrounding the condominium project. Jim Rock of Rock Enterprises did not submit a proposal nor did he return phone calls. The proposals were for completing cleanup, hydroseeding and irrigation system repairs. Excel Landscape proposed to do the work for $ 18, 222 . Golden West Landscape proposed to do the same work for $ 18,795. Irrigation repairs do not include replacement of valves, wiring or irrigation controllers, items which could not be checked during the walk through.
