This contract represents the first phase of construction for the New Police Station, with several contracts to be awarded in the future. BACKGROUND INFORMATION On March 7, 1994, staff widely advertised for bids for demolition and earthwork for the New Central Police Station. Advertisements were placed in The Sun, The Los Angeles Times, Dodge Green Sheet, CMD Press, Hawkins/Mark-Tell, and several local minority newspapers. In addition, plans were available for inspection at the Dodge Plan Room in San Bernardino, NEDA Business Development Center in Vanir Tower, and the CMD Plan Rooms in El Segundo and Anaheim. On March 28, 1994, six (6) bids were received. All bids were held sealed until 11:00 a.m., March 29, 1994, at which time they were opened and declared. LOW BIDDER Of the six bids received, Howard Contracting, Inc. of Los Alamitos was the low bidder with a bid of $173,000.00 (see bid tally sheet attached). The next lowest bidder presented a bid $42,000.00 more than the low bidder. The lowest local bid was $44,900.00 (26%) more than the low bid. Howard Contracting has met the adopted Minority and Women-owned Business Enterprise goals of 15% and 5%, respectively. Staff is pleased to report that the low bid is $5,000 below the amount budgeted for this work (before contingency).
