Synopsis of Previous Commission/Council/Committee Action(s):
On February 3, 1994, the Community Development Citizen's Advisory Committee (CDCAC) reviewed the 1994-
1995 Community Development Block Grant (CDBG) Program Mix and Objectives, and recommended approval
of the same to the Mayor and Common Council.
On February 8, 1994, the Mayor and Common Council approved the FY 94/95 CDBG Program Mix and
authorized staff to solicit proposals.

MOTION: That the Mayor and Common Council receive and file the attached staff report submitted in
connection with the FY 94/95 CDBG Funding Cycle.

FY 94195 CDBG FUNDING CYCLE
On March 7, 1994, the Mayor and Common approved the CDBG Program Mix
recommended by the Community Development Citizen Advisory Committee (CDCAC) and
authorized staff to solicit proposals. The Mayor and Common Council also approved
recommended "Program Objectives" as follows:
PROGRAM OBJECTIVES
Program Objectives have been developed in an effort to maximize the use of CDBG funds.
Through the effective and efficient implementation and use of CDBG funds, it is anticipated a
greater benefit to the community will be realized.
The Program Objectives are as follows:
• When appropriate, encourage the utilization of CDBG funds to carry out capital
improvement and infrastructure projects in redevelopment project areas, which are
categorized by blight, including inadequate public facilities and infrastructure.
• Encourage the development of proposals which complement existing and future projects
for maximum benefit to the community. (An example of an appropriate effort would be
to fund projects in conjunction with Agency-sponsored activities in the Downtown.)
• Fund Public Service activities which will result in an increased level of service for an
organization. (In accordance with the CDBG regulations, funds should not be provided to
maintain an existing budget, but rather to supplement and increase an organization's level
of service.)
• Encourage community based organizations to develop joint projects which consolidate
activities and maximize community resources.
During the proposal solicitation period commencing February 8, 1994 and ending on March
22, 1994, one-hundred, ten (110) proposals requesting CDBG assistance were received. In the
Public Services category ($495,750 available) fifty-three (53) applications for financial
assistance were received totalling $1,098,998. In the Capital Improvements category
($1,283,712 available) fifty-four (54) proposals were received totalling $5,219,702. An
additional three proposals were received totalling $112,000. These proposals while eligible
for CDBG funding consideration, are not categorized as Public Services or Capital
Improvement applications. It should be noted the one-hundred, ten (110) proposals received
is the highest number received in recent memory.

Over the next several weeks, the CDCAC will conduct numerous meetings evaluating the
applications received, hearing from program proponents, and formulating recommendations to
be considered by the Mayor and Common Council during a noticed public hearing scheduled
for the first Council meeting in May.
Based on the foregoing, staff recommends adoption of the form motion.
