STAFF REPORT
The Engineering Division received a request from the City
Library to designate 26 spaces for the exclusive use of their
Employees and Volunteers. The spaces would be located in the
eastern parking lot of the Norman F. Feldheym Library.
Parking at the Library currently consists of 148 spaces,
including 3 car pool spaces, 4 handicapped parking spaces, 86
2-hour spaces and 55 unrestricted spaces.
Employees and Volunteers of the Library are finding it
difficult to find a parking spot due to the high volume of
Library users. The problem worsens when an all-day meeting
takes place at any of the Library's Meeting Rooms. All-day
meetings are a regular event at the Library.
An investigation, conducted by the Traffic Engineer,
confirmed the problem and concurred with the request of the
City Librarian. Staff therefore recommends that the attached
resolution be approved.
To enforce the restriction: Facilities Management, with the
approval of the City Librarian, will issue parking stickers
to qualified applicants. Vehicles not displaying an
authorized parking sticker, while parked in these spaces,
will be cited.
Included in the proposed Resolution are 3 spaces to be used
exclusively by employees participating in the City Ride Share
Program. These spaces were previously approved under a
different resolution.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 3985 ENTITLED, IN PART, "A RESOLUTION.
3 PROHIBITING PARKING UPON CERTAIN DESIGNATED STREETS OR PORTIONS
THEREOF. . , " TO RESERVE TWENTY-SIX PARKING SPACES FOR THE
4 EXCLUSIVE USE OF CITY LIBRARY EMPLOYEES AND VOLUNTEERS IN THE
EASTERN PARKING LOT OF THE NORMAN F. FELDHEYM LIBRARY, LOCATED
5 ON THE SOUTHWEST CORNER OF "E" STREET AND SIXTH STREET.
6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

8 SECTION 1 : Resolution No. 3985, Section One and
9 Three-Quarters is amended by adding Subsection 7 , NORMAN F.
10 FELDHEYM LIBRARY, EASTERN PARKING LOT, LOCATED ON THE SOUTHWEST
CORNER OF "E" STREET AND SIXTH STREET, to read as follows :

12 "7 . NORMAN F. FELDHEYM LIBRARY, EASTERN PARKING LOT,
13 LOCATED ON THE SOUTHWEST CORNER OF 'E' STREET AND SIXTH STREET.
14 A. It is unlawful for any person to stop, stand, or
15 park a vehicle in a reserved parking stall or space identified
16 for the physically disabled, in the Norman F. Feldhevm Eastern
17 Parking Lot, -located on the southwest corner of 'E ' Street and
18 Sixth Street, unless that vehicle bears an authorized parking
19 sticker or physically disabled placard. The following parking
20 stalls shall be reserved for vehicles bearing authorized parking
stickers:

22 1. The most westerly 16 stalls in the first east/west
23 row (Row A) Counting the rows in sequence from the
24 south side of the parking lot, are reserved for
25 City Library employees, and volunteers ' vehicles.
26 The first 3 spaces shall be specifically
27 designated for Car Pool Vehicles.

1 2. The most westerly 13 stalls on the second
2 east/west row (Row B) counting the rows in

4 shall be reserved for City Library Employees and
5 Volunteer Vehicles .

1 I HEREBY CERTIFY that the foregoing resolution was duly
