Code, relating to juveniles, and making an appropriation
therefor.

Existing law establishes the State Commission on Juvenile
Justice, Crime and Delinquency Prevention, and specifies the
duties thereof.
This bill would appropriate $1,015,450 from funds
appropriated for the support of the State Commission on
Juvenile Justice, Crime and Delinquency Prevention to the
Office of Criminal Justice Planning for administration of the
Disproportionate Minority Confinement Program,in order to
expand the Gang Intervention Program operated by the Los
Padrinos Community Coalition of Southern California in San
Bernardino County.

The people of the State of California do enact as follows
1 SECTION 1. Section 1798.1 is added to the Welfare
2 and Institutions Code, to read:
3 1798.1. From funds appropriated for the support of
4 the State Commission on Juvenile Justice, Crime and
5 Delinquency Prevention, the sum of one million fifteen
6 thousand four hundred fifty dollars ($1,015,450) is hereby
7 appropriated to the Office of Criminal Justice Planning

In answer to your request for detailed information , I have
included a copy of our first annual report on the Gang Interven-
tion Program.
Secondly , I have prepared an operating budget that would expand
our current work force by fifty (50) and one hundred ( 100) youth .
The reason the expansion is so vital to this intervention effort,
is that it will allow us to go into surrounding cities with the
same work and counseling program , we would with the assistance of
' opal law enforcement agencies identify the hard core gang mem-
cars and start working with them while providing their community
w,4th valuable services . The basic problems these youth have does
rot change at city limits , so , it is obvious that if we expand - to
rialto , Fontana , Redlands , Colton , Highland as well as maintain-
' ng our program in San Bernardino , we can expect to have the same
positive results , all over that we are having here in San Bernar-
cino .
guess the most important message we want to give to a perspec-
tive funding agency is , "Don ' t give us planning money , give us
money for ,jobs , and we will produce positive results
immediately . "

3 RESOLUTION OF THE CITY OF SAN BERNARDINO SUPPORTING AND RECOM-
MENDING PASSAGE OF AB 2966, AN ACT TO ADD SECTION 1798.1 TO THE
4 WELFARE AND INSTITUTIONS CODE, RELATING TO JUVENILES, AND MAKING
5 AN APPROPRIATION THEREFOR.
6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

8 WHEREAS, existing law establishes the State Commission on Juvenile Justice, Crime
9 and Delinquency Prevention; and
10 WHEREAS, AB 2966, introduced by Assemblyman Joe Baca, would appropriate
11 $1,015,450 from funds appropriated for support of that Commission to the Office of Criminal
12 Justice Planning; and

WHEREAS, this appropriation would be used for the administration of the Dispropor-
14
15 tionate Minority Confinement Program; and
16 WHEREAS, this appropriation would be used to expand the Gang Intervention Program
17 operated by the Los Padrinos Community Coalition of Southern California in San Bernardino
18 County.
19 NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Common Council
20
of the City of San Bernardino hereby support and recommend passage of AB 2966, an act
21
22 which will add Section 1798.1 to the Welfare and Institution Code.
