HomeMy WebLinkAbout03- Minutes REDEVELOPMENT COMMITTEE MINUTES SPECIAL MEETING January 19, 1994 10:00 a.m. The special meeting of the Redevelopment Committee was called to order by Committee Member Negrete at 10:14 am. in the Economic Development Agency Board Room, 201 North "E" Street, San Bernardino, California. ROLL CALL Roll call was taken with the following members present: Chairwoman Valerie Pope-Ludlam and Committee Members Edward Negrete; Ralph Hernandez. Absent: None. Also present was Mayor Minor. STAFF PRESENT Timothy C. Steinhaus, Administrator, Economic Development Agency; Kenneth J. Henderson, Executive Director, Development Department; John Hoeger, Project Manager, Development Department; Dennis A. Barlow, Senior Assistant City Attorney; Phil Arvizo, Executive Assistant to the Council; Lorraine Velarde, Executive Assistant to the Mayor; La Vonda M-Pearson, Recording Secretory, Development Department. OTHERS IN ATTENDANCE Michael Mann, Keating Mann Jernigan Rottet (KMJR); Paul Danna, Keating Mann Jernigan Rottet (KMJR); Richard Mayo, State of California; Judie Cady, Caltrans; Steve Davies, Project for Public Spaces; David Padrutt, The Staubach Company. 1. SITE MASSING: - GOVERNMENT CENTER - WORKSHOP Committee Member Negrete gave a brief summary of the actions to date regarding the Government Center. John Hoeger, Project Manager, Development Department, spoke on the Design Temn's efforts in working on this project. He mentioned that the Design Temn would like to present the final schematic design by May 2, 1994. Mr. Hoeger discussed the steps needed to reach the deadline, indicating that several things had to come together to complete the designs. SPECIAL MEETING REDEVELOPMENT COMMITTEE lmp:rminjns.942 - 1 - JANUARY 19, 1994 Steve Davies, Project for Public Spaces, discussed the relationship between the Government Center acid the Downtown Plan. He showed slides on current downtown structures, proposed downtown structures, and slides of others cities. While the Committee viewed the slides, Mr. Davies spoke on the benefits the proposed changes would have on the downtown area. The Committee asked questions regarding heights and sizes of parking structures as well as issues regarding the homeless. Paul Danna, KMJR, discussed the Government Center model and went through the elements in it. He spoke on the interior designs of the buildings being market driven in the event they became vacant. Timothy C. Steinhaus, Administrator, Economic Development Agency, explained that Caltrans would purchase its building from the City as soon as it was completed; the State would lease its building with an option to purchase. Discussion ensued regarding the parking structure qualifying for tax-exempt financing as long as there were no designated parking for private businesses located in the structure. Mr. Danna of KMJR stated that the heights of the proposed buildings for the Government Center were determined by the space required by the state tenants. He stated that the state building would be approximately eleven (11) stories and the Caltrans building approximately fifteen (15) stories. He indicated that excess space located in the buildings could have many other uses. Mr. Padrutt stated that in approximately 8 - 9 weeks, they would have the final numbers for the height and floor plan of the buildings. Mr. Hoeger stated that the consultants needed definite concurrence from the Committee regarding the direction they were taking in designing the Government Center. Richard Mayo, State of California, gave his support for the design of the building developed by the consultants and on hiring local vendors to assist with the success of this project. Mr. Padrutt indicated that there were some discussions regarding the buildings being connected underground. He stated that within the next two (2) weeks, they would begin testing the soil and water conditions, and how digging at least 12 feet down would be a safety benefit for the buildings. He also indicated that there had been discussions regarding the use of geothemral water for heating the buildings. Mr. Padrutt spoke on the other activities which needed to be completed such as soil investigations, utility locations, etc. in order to proceed with their tasks. He explained that after the May deadline, it would be approximately three (3) more months of design phases. Chairwoman Pope-Ludlam stressed the need to have more local minority business participation with this project. SPECIAL MEETING REDEVELOPMENT COMMITTEE Imp:rminjns.942 - 2 - JANUARY 19, 1994 Committee Member Hernandez expressed concern regarding the "flat-look" design of the building. Mr. Danna of KMJR stated that his office would try to put together designs of other buildings to show examples for the Committee's review. Mayor Minor questioned the State's use for this building. Mr. Mayo indicated that the State plans to lease office space in the building. He stated that it was being designed for a ten (10) year projection. Chairwoman Pope-Ludhun questioned the retention of the Bankruptcy Court. Timothy C. Steinhaus, Administrator, Economic Development Agency, stated that the Bankruptcy Court would like its own separate building rather than be a part of the proposed state building. Mayor Minor suggested a federal building instead of a court building for the bankruptcy court should it choose to remain in San Bernardino. RECOMMENDATION The Committee recommended approval of the concept of this item and requested the consultants address the following two (2) concerns: - Height and design of building - Local minority participation 2. ADJOURN TO CLOSED SESSION There were no items for discussion in Closed Session. 3. ADJOURNMENT There being no further business, the meeting of the Redevelopment Committee was adjourned at 11:52 am.
