STAFF REPORT
A two-hour parking limitation was established in
January, 1990, on "F" Street, between 5th Street and 6th Street.
This limitation was established at the request of the Police
Department and Feldheym Library, in order to reduce crime by
discouraging long term parking by undesirable elements .
The crime rate in this area has declined since the lim-
itation was imposed. However, it is not clear if this decline
is related to the parking time limitation, or is a result of
other factors.
The manager of the Senior Citizen' s Center, at the
northwest corner of 5th Sheet and "F" Street, has requested
that the limitation be removed. This request is based upon the
belief that the patrons of the center would be better served by
unlimited parking on "F" Street.
The Police Department concurred with the request to
remove the two-hour parking limitation, for a trial period. The
two-hour parking signs were removed in July, 1993 , in order to
allow the impacts to be evaluated. No increase in the crime
rate has been observed during the trial period. Therefore, the
Police Department has agreed to the permanent removal of the
parking time limitation.
We recommend that the limitation be removed.
