Synopsis of Previous Council action: 3/1/82 -- Mayor and Council adopted Resolution No. 82-99 which amended the Conflict of Interest Code to incorporate the Fair Political Practics Commission's Standard Model Conflict of Interest Code for the City of San Bernardino. The resolution has subsequently been amended by Resolution Nos. 82-402, 83-462, 84-17, 84-428, 85-97, 86-105, 88-420, 89-16, 91-12 and 92-466, to change filing requirements of various positions and commissions in the City as outlined in Appendix A and Appendix B. ", by amending Appendices A and B to add, delete and change the titles of various positions within departments of the City which must file Conflict of Interest Statements. BACKGROUND INFORMATION: The Fair Political Practices Commission mandates that for each even-numbered year, the City Clerk review the City's Conflict of Interest Code and provide the Mayor and Council with a report. All departments were requested to review the list of currently designated employees for their respective departments and submit any proposed deletions, changes and/or additions. The following changes have been incorporated into the proposed amended resolution: Additions: Finance - Lead Storekeeper Mayor's Office - Human Relations Coordinator Parks, Recreation & Community Services - Community Center Manager I Community Center Manager II Community Service Center Manager Food Service Supervisor I Food Service Supervisor II Park Maintenance Supervisor Recreation Supervisor Senior Recreation Supervisor Special Olympics Area Director Public Services - Assistant Director of Public Services Telecommunications - Telecommunications Technician Coordinator Telephone Support Coordinator Video Production Coordinator Water - Assistant General Manager Consultant 5-0264 Deletions: Finance - Storekeeper Public Services - Superintendent of Streets Job Title Changes: Planning & Building Services - Deputy Director to Assistant Director of Planning & Building Services Public Works/Engineering - Civil Engineering Associate to Engineering Associate Water - Water Reclamation Chemist to Laboratory Director On February 2, 1994, I met with Sr. Assistant City Attorney Barlow to review the proposed changes, and we concur that the changes proposed in the attached resolution and appendices reflect the list of employees presently required to file Statement of Economic Interests. Therefore, it is recommended that the Mayor and Members of the City Council adopt the form motion. list of designated employees and shall disclose pursuant to the broadest 14 disclosure category in the code subject to the following limitation: 15 The Mayor may determine in writing that a particular 16 consultant, although a "designated position, " is hired to perform a range of duties that is limited in scope and thus 17 is not required to fully comply with the disclosure requirements described in this section. Such written 18 determination shall include a description of the consultant's duties and, based upon that description, a statement of the 19 extent of disclosure requirements.
