SUBJECT: Southern California Association of Governments Regional
Comprehensive Plan (RCP)
REQUEST
Consider adoption of Resolution of opposition to the RCP as
currently proposed.
BACKGROUND
The Draft Regional Comprehensive Plan (RCP) was released by the
Southern California Association of Governments (SCAG) in December
1993. It is proposed as a comprehensive strategic plan for the
entire SCAG region with a focus or horizon date of 2010. It is
intended that this plan will be updated and will evolve as we
progress toward and then go beyond 2010.
The Draft RCP contains fifteen (15) elements, which are Strategy,
Economy, Growth Management, Regional Mobility, Air Quality,
Housing, Human Resources and Services, Finance, Open Space and
Conservation, Water Resources, Water Quality, Energy, Hazardous
Waster Management, Integrated Solid Waste Management, and Plan
Implementation. The Strategy Element provides an overview of
goals, issues and policies for the Plan.
SCAG has set a target for adoption of the Regional Comprehensive
Plan at the SCAG Regional Council meeting of April 4, 1994. This
is primarily in response to the specific mandates relating to air
quality planning in the South Coast Air Quality Management District
(SCAQMD) and also relating to the mandates for the Regional
Transportation Plans. While there has been increased recognition
of areas outside the SCAQMD, concerns have been raised that more
consideration and discussion of issues in these areas are
appropriate. A comprehensive approach to transportation and air
quality and all the related issues will undoubtedly be necessary to
result in meaningful solutions to these problems. This is also
becoming increasingly apparent with respect to water resources,
both solid and hazardous waste and housing, which are also
interlined with the mandates and each other. There may be a
special opportunity to achieve progress on housing issues, since
the state appears to be committed to reform legislation in this
area. Therefore, these issues need to be very much at the
forefront in considerations of local government. However, it is
also critical that the documents should be adequate, internally
consistent, interrelated and capable of being implemented.

KEY ISSUES
The key issues are as follows:
• The RCP expands SCAG's regional responsibilities without a
legal mandate
• Local Government Plans will have to be consistent with the
RCP.
• SANBAG's role in the local General Plan process will be
expanded to provide the agency more review and implementation
authority over the City's planning process.
• Inadequate review time for this document. Additional time for
review should be requested to allow adequate time for public
and agency review in light the significance of the issues
being proposed and discussed.
OPTIONS AVAILABLE TO THE MAYOR AND COMMON COUNCIL
The Mayor and Common Council may:
1. Adopt the Resolution, expressing opposition to the RCP as
proposed; or
2. Take no action and implement plan elements as directed in the
final RCP when adopted.
RECOMMENDATION
Staff recommends that the Mayor and Common Council adopt the
Resolution which opposes the draft RCP and requests additional
review time.

AS CURRENTLY PROPOSED.
4 WHEREAS, the City of San Bernardino recognizes the need to
5 plan for the growth and changes that can be reasonably anticipated
6 to occur in Southern California during the next 15 to 20 years; and
7 WHEREAS, the Southern California Association of Government's
8 Regional Comprehensive Plan represents a substantive departure from
9
all previous planning efforts for Southern California far exceeding
10 the authority granted by legislative mandates and fiscal
11 capabilities; and
12 WHEREAS, there are many significant regional issues identified
13 in the RCP, but there are inconsistencies in the goals of the
14 various elements and substantial concerns regarding implementation;
15 and
16 WHEREAS, the City of San Bernardino believes that more
17 effective methods should be established for coordinating and
18 simplifying regulatory processes.
19 NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF
21 SAN BERNARDINO, CALIFORNIA, DO HEREBY RESOLVE and express their
21 opposition to the Southern California Association of Governments
22 proposed Regional gional Comprehensive Plan and recommend the following
23 changes be made prior to its further consideration;
24 SECTION 1. Restrict the "Plan" as a "Report" to serve as
25 a basis, but not a mandate, for future discussion about regional
26 issues of concern to Southern California's planned growth.

I SECTION 2. Eliminate all goals, strategies and discussion
2 about providing the Southern California Association of Governments
3 (SCAG) with additional oversight of the decisions made by local
4 governments regarding land use and related matters and eliminate
5 all goals, strategies and discussion about granting SCAG the
6 authority to impose penalties if local decisions were determined to
7 be contrary to regional interests.
8 BE IT FURTHER RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
9 CITY OF SAN BERNARDINO that the City urges SCAG to substantially
10 extend the public review period, for locally elected officials,
11 citizens and the business community to participate in the review
12 and formulation of the document.
