SUBJECT:
Rejection of bids and authorization to re-advertise for bids - installation of handicapped ramps
in various locations per Plan No. 9793A
BACKGROUND:
The installation of handicapped ramps along various streets has been programmed for several
years. This project proposes ramps for Phase I from the $50,000 allocation of CDBG funds.
Bids were received and opened on May 26, 1998. There were a total of 4 bids which ranged
from $19,000 to$60,000 for the basic bid. The Engineer's Estimate for this work was $25,000;
however, the low bidder has withdrawn their bid based on clerical errors. They have submitted
backup information to support their claim that a clerical error resulted in their bid being
$22,144.18 less than it should have been, which makes their actual bid $41,144.18.
All bids exceed the Engineer's Estimate and are nearly double the price for similar work bid less
than 6 weeks ago. In contacting the bidders and other contractors, no satisfactory reason could
be found for the cost differential. However, it was noted that 8 bidders participated in a similar
project and only 4 bidders participated in this project. The basic bid provided for the
construction of 40 handicapped ramps at various locations. Phase I with additive alternatives,
such as the construction of 10 additional handicap ramps in anticipation of bids similar to those
previously received, took the total bid to a range of $47,994.18 to $75,800.
It is proposed that the plans be modified to reflect only a basic bid without additive alternates
and the project be re-advertised for bids.
FINANCIAL IMPACT:
Funding for this project is found in the Community Development Block Grant Projects Fund in
an amount of$50,000. Phase I allocated approximately $25,000 of the total, leaving $25,000
for Phase II, which has been authorized for bids.
RECOMMENDATION:
Staff recommends rejection of all bids, modification of the plans and specifications to eliminate
the additive alternates, and approval of the revised plan. It is requested that the Acting Director
of Public Works be authorized to begin advertising for bids on this project.
