SUBJECT:
Authorization to install 2-way stop -- intersection of 31st Street at Stoddard Avenue.
BACKGROUND:
Stoddard Avenue between 30th Street and Marshall Boulevard was evaluated by the Traffic Safety Committee
on September 10, 1997. The Committee reviewed the street due to complaints concerning speeding. No action
was recommended, however, complainant raised a concern that visibility was limited at the uncontrolled
intersection of 31st Street and Stoddard Avenue.
Further analysis by the Traffic Engineering Staff revealed that large trees near the intersection do indeed limit
motorists visibility to the point where the intersection warrants a two-way stop control.
When determining in which direction the stop signs are installed, traffic volumes are the most important factor
considered (the lowest volume street stops). Traffic on Stoddard Avenue and 31st Street is almost equal.
However, there is an offset on the north and south leg of the intersection. Installation of stop signs for north
and southbound traffic will help this situation.
FINANCIAL RYWACT:
Funding for installation of the stop signs will come from the general fund's signing and striping materials
account. This action is considered routine, consequently there will be no major impact to the account.
RECOMMENDATION:
Staff recommends that the attached resolution be approved authorizing the installation of stop signs for north
and southbound traffic at the intersection of Stoddard Avenue and 31st Street.

HIGHWAYS . . . ; " AND PROVIDING THAT THIRTY-FIRST STREET IS A
3 THROUGH HIGHWAY AT ITS INTERSECTION WITH STODDARD AVENUE .
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
5 SECTION 1 : Resolution No. 655, which designates certain
6 streets, or portions thereof, as through highways, Section 1,
7 is amended by adding Subsection 17 . 9 to read as follows :
8 " ( 17 . 9 ) THIRTY-FIRST STREET
9 (A) At its intersection with Stoddard Avenue. "
