CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
BACKGROUND
On January 8, 1998, the Library Board of Trustees approved a resolution to reorganize staffing
in the Library. This reorganization is necessary to implement a new library information
technology system. The computer lab will be incorporated into this general library technology
system.
ANALYSIS
In order to accomplish this reorganization, it will be necessary to delete two existing positions
and create two new positions.
The Library Computer Lab Coordinator retired in October 1997. The outdated equipment in
the Computer Lab does not belong to the Library, but rather belongs to the San Bernardino
Unified School District, and it is our intention to return these items to the school district in the
near future. A Computer Lab Coordinator will no longer be necessary. Therefore, it is
proposed to delete this position and use the salary savings to fund the new position of
Technology Librarian.
In addition, there is a need to create a technical staff person for the library technology system
to assist the Technology Librarian. It is proposed to delete one vacant Junior Librarian position
and create a new position of Library Computer Technician. Draft job descriptions for the two
new positions are attached.

TECHNOLOGY LIBRARIAN
JOB DESCRIPTION
Under general supervision, is responsible for the organization and implementation of the
library's technology plan; maintenance, expansion and evolution of computer systems in
a public library system with a central library and three branches, management and
selection of electronic information sources; supervises subordinate, professional and
clerical employees as needed; and, performs related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general public and City
department staffs.
Assumes responsibility for the operation of a major division of the San Bernardino
Public Library system; manages and selects electronic information sources, serves as a
technical resource person for the library; troubleshoots hardware and LAN; installs and
updates software and CD-ROM's; participates in materials selection.
Conducts in-service training for staff use of electronic information sources; conducts
training for public on internet; assists in creating and maintaining library web page;
advises on policies and procedures for electronic information services.
Prepares library grant proposals; attends professional conferences and workshops;
keeps current with professional reading to maintain professional growth.
Routinely adheres to and maintains a positive attitude towards City and Department
goals; and, performs related work as required.
MINIMUM QUALIFICATIONS
Master's degree in library science; and, three (3) years of advanced level professional
library experience.
Possession of a valid Class "C' Califomia driver's license. For out-of-state applicants, a
valid driver's license is required. A valid Class "C° Califomia driver's license must be
obtained within ten (10) days of appointment (CA Vehicle Code 12405c).
GENERAL QUALIFICATIONS
Knowledge of:
Electronic information sources, microcomputer hardware, software and LAN's
2239.5 Protocol, Novell Netware, Windows 95, Windows 3.1 and MS

Exchange, HTML, TCP/IP and various Intemet protocols such as FTP and
Telnet;
Public library reference sources and service;
Techniques of supervision and training;
Meta Data organizational indexing.
Ability to:
Perform professional tasks in the area of library technology development
consistent with local needs;
Prepare and present comprehensive and clear oral and written reports;
Read and interpret complex written materials;
Plan and schedule work assignments for and supervise the work of subordinates;
Maintain accurate records and monitor budget accounts;
Understand and carry out oral and written instructions;
Establish and maintain effective relationships with those contacted in the course
of work;
See in the normal visual range, with or without correction;
Hear in the normal audio range, with or without correction;
Transport a book cart weighing 167 pounds;
Work indoors in a dusty environment;
Operate a vehicle observing legal and defensive driving practices.
ORGANIZATIONAL RELATIONSHIPS
The class of Technology Librarian is the advanced journey-level professional class in
the professional librarian series. Supervision is received from the Library Director of
designee. Supervision is exercised over assigned professional, clerical, page and
volunteer staff. Incumbents work a varied scheduled which includes "on-call"
assignments.

JOB DESCRIPTION
Under general supervision, performs technical and o e radon of
computer systems and associated peripherals; and, p erforms related work
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general public and City
department staffs.
Performs daily maintenance of library networks; maintains a computer anti-virus
program for all library personal computers; maintains accurate backup files. Installs,
upgrades, tests, repairs and maintains the Library's anosh r systems, including
terminals, punters, tape drives and IBM compatible and Macintosh personal
Trains Library staff on the use of new software for the computer systems; provides
support services to staff and library users who are experiencing problems running
software application programs. Troubleshoots hardware and software problems;
obtains technical support from outside sources.
Maintains accurate records of inventory of computers and related equipment.

Graduation from high school or GED and Associate of Arts degree or two (2) years of
college-level course work emphasizing computer systems, and one (1) year of technical
experience in personal computer systems or equivalent combination of education and
experience.

Work indoors in varying temperatures with exposure to distracting noises,
vibrations and dust.
ORGANIZATIONAL RELATIONSHIPS
The Library Computer Technician is a single class in the library computer series and will
work under general supervision of the Technology Librarian or the Supervising
Librarian. Incumbents in this class are assigned to work varying hours including nights,
weekends and holidays.
