Synopsis of Previous Council Action: The Common Council Adhoc Committee on Fire Apparatus met in December, 1997. At that time, the Fire Department presented a Fire Apparatus Workshop for all Adhoc Committee members. The presentation included a recommended fire apparatus replacement schedule. On April 20, 1998 the Mayor and Common Council attended a Fire Apparatus Workshop presented by the Fire Department. On April 20, 1998, the Mayor and Common Council attended a Fire Apparatus Workshop, The presentation consisted of an overview of fire apparatus replacement needs, a fire apparatus replacement program, and funding requirements needed to meet the replacement program recommended schedule. Currently, we are in an apparatus replacement catch-up phase, i.e., the age of many of our apparatus is beyond the replacement schedule recommended life span. Consequently, the funding required to catch up is greater than funding required to maintain our fleet within the replacement schedule time frames. Our catch-up phase will occur over a ten year periDd. A total of$ 767,000 is needed annually for ten years to fully fund the catch-up phase. To date, Council has approved a total of$ 450,450 committed annually for a ten year lease purchase plan. Therefore, a remaining dollar amount of$ 316,550 to complete the catch-up phase is needec. Additionally, Council has app oved a one-time expenditure of$ 130,000 to refurbish an existing ladder truck. The $ 4 50,450 currently approved for the ten year lease purchase will be used to acgi ire the following: one ladder truck, eight engines, one or two command vehicles, and , ncillary equipment. The exact number of apparatus to be purchased will be affected by bid amounts and lease interest rates. After the catch-up phase is completed, the dollar amount necessary to stay within the replacement schedule is sign ficantly less; it is estimated that an annual commitment of $ 549,600 in 1998 dollars woi ild be required. The following schedule of replacement of fire apparatus is hereby established, contingent on the condition of the fire apparatus and the availability of funds, for vehicles in the City 8 of San Bernardino Fire Department: 9 VEHICLE TYPE FRONT LINE RESERVE 10 11 Fire Engines 12 years 4 years 12 Ladder Truck 15 years 5 years 13 Wildland Apparatus 15 years 5 years Command Vehicles 7 years or 100,000 miles Oldest front line vehicle will be rotated 14 into reserve status whenever a new 15 front line vehicle is acquired.
