POSITION JUSTIFICATIONS
The following are justifications for appointments, promotions and
other personnel actions to be reviewed by the Mayor and Common
Council at the June 1, 1998 Council meeting.
CLASSIFIED
GENERAL FUND
1 . Typist Clerk II (Randall, Kathryn P. ) - Appointment
PUBLIC SERVICES
This position was established as part of the Refuse
reorganization which resulted in overall cost savings and
improved customer service. This appointment is to fill the
vacancy created by a resignation. The incumbent handles
approximately 1, 200 refuse service calls a month, tracks
recycling contamination and follow-up, posts and processes
commercial and residential payments and initiates collection
activities for delinquent accounts . In addition, this
position assists in data management of weight slips and miles
to produce productivity reports, sequencing and updating route
printouts, payroll sheet processing and radio dispatch.
2 . Dispatcher I (Hart, Nicole) - Appointment
POLICE
This appointment is to fill vacancies created through
attrition in the Dispatch Center, a critical function of the
Police Department . Cost savings associated with vacancies are
entirely offset with backfilling these positions with full-
time dispatchers, community service representatives or police
officers working overtime. Oftentimes, non-dispatcher
replacements impact the level of quality service provided to
the public and field personnel due to their lack of
familiarity with the CAD operations . Hiring these individuals
will help reduce the need for overtime by having an adequate
contingent of personnel to staff the Dispatch Center.
3 . Police Records Clerk I (Ortega, Hazel) - Appointment
POLICE
This appointment in the Records Bureau is to fill a vacancy
created through attrition. This has been a critical shortage
area. The Records Bureau is falling behind in processing
reports and requests from the public due to shortages in
personnel . Filling this vacancy will increase efficiency to
the department and increased service to the public through
timely processing of records and requests from the public .

4 . Dispatcher II (Branson, Kimberley) - Promotion
POLICE
The incumbent has been a Dispatcher I since September 1996 .
This promotion to a Dispatcher II is an automatic promotion
based on time served and good standings . She is a fully-
trained Dispatcher. The Dispatcher II position is a training
position and is necessary to train new Dispatchers . Ms .
Branson' s knowledge and expertise in this area is necessary in
the Dispatch Center.
5. Programmer (Cline, Glenn) - Promotion
MIS
The business system programmer position supports all the
City' s financial software, various business software in
use by 15 City departments, and optical document imaging.
There has been a signficant impact on support of these
applications while this position has been vacant . All
City departments will benefit from getting this position
refilled and operational as soon as possible .
