Currently, $562,400 in HOME Investment Partnership Act (HOME) Program funds are obligated to the Mobile Home Park Purchase Project. Because this project is no longer active, and has been effectively phased out, EDA staff identified a need to increase funding into active projects, and the CDCAC agreed to recommend the following: TABLE A 1997-1998 FY REDISTRIBUTION OF HOME PROJECT FUNDS -Previously Approved: Mobile Home Purchase Program $562,400 -Reprogramming Request: Acquisition, Rehabilitation, Resale Program $300,000 Mobile Home Park Rehabilitation Program $200,000 Available for Future Reprogramming $62,400 TOTAL $562,400 Acquisition, Rehabilitation and Resale Program(AM The ARR Program began in the fall of 1996. Under the program, the Economic Development Agency(EDA) acquires U.S. Department of Housing and Urban Development (HUD) foreclosed single-family units at a substantial discount and sells the units to qualified contractors capable of obtaining private financing to undertake quality rehabilitation. Once rehabilitated, the units are sold to qualified first time homebuyers. HOME funds have been used to assist the first time buyers with down payment assistance to acquire the units. A buyer must be able to qualify for a conventional first mortgage and the down payment assistance under the ARR Program becomes a second trust deed on the property. The ARR Program has been such a success, that all previous funding has been expended. The transfer of$300,000 in HOME funds into the ARR Program, will allow pending transactions to be completed and allow the Program to function until the end of 1997-1998 Fiscal Year. ------------------------------------------------------------------------------------------------------------------ REW:1ag:05-18-02.cdc COMMISSION MEETING AGENDA MEETING DATE:05/18/1998 Agenda Item Number: Economic Development Agency Staff Report Consolidated Plan: Public Hearing May 13, 1998 Page Number -2- ------------------------------------------------------------------------------------------------------------------ Mobile Home Park Rehabilitation Program On February 16, 1998, the Mayor and Common Council took action to create the Mobile Home Park Rehabilitation Program. This Program, currently funded with$500,000 in 1995-1996 and 1996-1997 HOME funds, was created to assist with the rehabilitation of common areas in the mobile home parks acquired by EDA over the last several years. Based on current estimates for the cost of improvements an additional funding need of$200,000 is anticipated to assure that the work can be completed. INKLER, Director Development Department ------------------------------------------------------------------------------------------------------------------ REW:lag:05-18-02.cdc COMMISSION MEETING AGENDA MEETING DATE:05/18/19988 , Agenda Item Number: ll/ 1 RESOLUTION NO. 2 3 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO APPROVING A 4 CERTAIN SECOND AMENDMENT TO THE THIRD YEAR ACTION PLAN COMPONENT OF THE 1995/1999 5 CONSOLIDATED PLAN IN CONNECTION WITH IMPLEMENTING THE COMMUNITY DEVELOPMENT 6 BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP ACT FUNDED PROGRAMS 7 8 WHEREAS, the City of San Bernardino, California (the "City"), is a municipal 9 corporation and a charter city duly created and existing pursuant to the Constitution and the 10 laws of the State of California; and 11 WHEREAS, the Community Development Commission of the City of San Bernardino 12 (the"Commission") on behalf of the Redevelopment Agency of the City of San Bernardino (the 13 "Agency"), is a redevelopment agency, a public body, corporate and politic of the State of 14 California, organized and existing pursuant to the Community Redevelopment Law (Part I of 15 Division 24) commencing with Section 33000 of the Health and Safety Code of the State of 16 California(the"Act"); and 17 WHEREAS, the City has previously initiated certain actions in connection with the 18 pursuit and award of certain Federal Grant Entitlement Funds, including but not limited to 19 Community Development Block Grant and HOME Investment Partnership Act Funds for the 20 purposes of assisting and providing decent housing, suitable living environment and expanded 21 economic opportunities principally for low and moderate income persons who reside within the 22 jurisdiction of the City; 23 24 WHEREAS, in connection with the pursuit of said Federal Funds, the City, through the 25 Development Department of its Economic Development Agency, has caused the preparation of 26 an Amendment to the Consolidated Plan composed of the Second Amendment of the Third 27 Year Action Plan;and 28 WHEREAS, the City, having held a duly noticed public hearing in connection with the consideration of the Amendment to the Consolidated Plan, hereby deems it desirable to -1- I approve the Second Amendment to the Third Year Action Component of the Consolidated Plan 2 as attached hereto as Exhibit "I" and to authorize its submission to the United States 3 Department of Housing and Urban Development ("HUD"). 4 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON 5 COUNCIL OF THE CITY OF SAN BERNARDINO, AS FOLLOWS: 6 SECTION 1. The Mayor and Common Council (the "Council") hereby find and 7 determine that the preparation of the Second Amendment to the Third Year Action component s of the Consolidated Plan is in the best interests of the residents of the City of San Bernardino 9 and hereby approves the Consolidated Plan, a copy of which is attached hereto and as Exhibit 10 'P'and incorporated herein by this reference. 11 12 SECTION 2. The Council hereby authorized the submission of the Second 13 Amendment to the Third Year Action component of the Consolidated Plan to HUD and further 14 directs the Mayor to take such action and execute such documents on behalf of the City as may 15 be deemed appropriate in order to submit and implement the Second Amendment to the Third 16 Year Action component of the Consolidated Plan on behalf of the City. 17 SECTION 3. The findings and determinations herein shall be fmal and 18 conclusive. The Council hereby authorized the Mayor to execute any and all 2 subcontracts and for memoranda of understanding with prospective fund recipients as well as 3 such documents as may be necessary in order to implement the City's Second Amendment to 4 the Second Year Action component of the Consolidated Plan and further authorizes the Mayor 5 and the Director of the City's Development Department to take such actions as may be deemed 6 necessary in order to implement the terms and conditions of the City's Amended Consolidated 7 Plan. 8 SECTION 2.
