POSITION JUSTIFICATIONS
The following are justifications for appointments, promotions and other personnel actions to be
reviewed by the Mayor and Common Council at the May 18, 1998 Council meeting.
CLASSIFIED
GENERAL FUND
3. Police Records Clerk I (Corral. Martha) - Appointment
POLICE
Martha Corral is appointed to the Police Records Clerk I position in the Records Bureau
to fill a vacancy created through the promotion of a Police Records Clerk I to
Community Service Representative I (Christine Marian). This has been a critical
shortage area. The Records Bureau is falling behind in processing reports and requests
from the public due to shortages in personnel. Filling this vacancy will increase
efficiency to the department and increased service to the public through timely processing
of records and requests from the public.
4. Rangemaster (Franks, Jeffery) - Appointment
POLICE
Jeffery Franks has been employed as a provisional Rangemaster for this department since
4/21/97. He is a fully-trained armorer and has completed nearly 200 hours of certified
training. The position of Rangemaster is critical in the training of police officers in
firearm qualifications and safety.
5. Animal Shelter Office Specialist (Giddens. Oneka) - Appointment
ANIMAL CONTROL
This is not a new position nor is it a promotion. The Animal Shelter Office Specialists
are the "lifeline" of the department six (6) days a week---handling all incoming calls,
dispatching calls to the officers and providing "in person" services to the public such as
adoptions, redemptions, licensing and general information with animals/problems.
Julie Jensen is being promoted to a position in the Police Department; Ms. Giddens will
be replacing Ms. Jensen.
Ms. Giddens will be paid at Step 1 with benefits; Ms. Jensen was at Step 3 with benefits.
6. Account Clerk III (Jensen, Julie) - Promotion

Julie Jensen currently works for Animal Control as an Animal Shelter Office Specialist.

Her promotion will place her in a critical position within the police department--that of
preparation of the budget. The incumbent vacated this position February 8, 1998. It is
extremely important to have this position filled due to the budget preparation for the
Police Department.
7. Community Service Representative I (Marian, Christine) - Promotion
POLICE
Christine Marian currently works in the Records Bureau as a Police Records Clerk I.
Her promotion will allow the department to assign her to the front desk or the field
depending on assignment requests by others. This will increase the efficiency of service
to the public to respond to calls for service or walk-in and telephone inquiries. The
position is critical in increasing police officers to take more critical emergency calls.
UNCLASSIFIED
1. Marketing/Public Affairs Officer (burr. June) - Appointment
MAYOR
This newly-created position will be a critical member of the Mayor's staff. The
Marketing/Public Affairs Officer, under the direction of the Mayor, will be responsible
for developing a comprehensive marketing strategy designed to increase community
awareness of the City's goals and objectives and the services available to its citizens.
Additionally, the position will coordinate the City's local, regional and national
marketing efforts. The position will also respond to press inquiries, issue press releases,
prepare letters, notices and advisories to community organizations. Ms. Dun brings
years of marketing experience to a position which will be an important component of the
Mayor's continuing efforts to enhance communication with the community.
The funds for this position are available within the department's current budgeted
personnel expenditures. A copy of the job description is attached for review.
MARKETING/PUBLIC AFFAIRS OFFICER (U)
JOB DESCRIPTION
Under policy direction of elected official, coordinates marketing strategies and public affairs
activities of the Mayor's office; responds to media requests, acts as public information officer;
and, performs related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general public and City department
staffs.
Coordinates marketing strategies aimed at community awareness of the City's goals and
objectives and services provided to its citizens. Assists in coordinating various projects and
programs; develops timetables and follow-up; speaks before community organizations and enlists
their aid and assistance in community projects.
Prepares press releases and other material for media publication designed to increase community
awareness; prepares reports to the Mayor; coordinates the preparation of various letters, notices
and postcard advisories.
Routinely adheres to and maintains a positive attitude towards City and Department goals; and,
performs related work as required.
MIND" QUALIFICATIONS
Associate of Arts degree in marketing,journalism, public or business administration or a closely
related field and five (5) years of experience in the field of marketing, public relations, public
or business administration or a closely related field.
Possession of a valid Class "C" California driver's license is required.
GENERAL QUALIFICATIONS
Knowledge of:
Effective marketing strategies;
Organization of City governments;
Modern principles and practices of public administration;
Basic statistical and administrative research methods;
Modern principles and practices of public relations;
Modern office procedures, including office automation;

Basic principles of public speaking.
Ability to:
Communicate effectively to groups, associates and department heads;
Provide leadership and secure cooperation of members of a multi-discipline team;
Prepare news releases and develop material for newsletters, professional publications and
notices to property owners;
Prepare timetables and periodic control procedures for goal-oriented projects;
Prepare progress reports to the Mayor and Common Council;
Express ideas effectively, orally and in writing;
Conduct analytical studies and surveys and analyze data;
Understand and carry out oral and written instructions;
Establish and maintain effective relationships with those contacted in the course of work;
Maintain the confidentiality of privileged information.
ORGANIZATIONAL RELATIONSHIPS
The Marketing/Public Affairs Officer is a member of the Mayor's staff and coordinates the
marketing and public affairs activities of programs under the policy direction of the Mayor.
Operationally, the incumbent maintains daily liaison with the Mayor or his/her representative.
The incumbent must be willing to work varying hours.
