CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
BACKGROUND
The Parks, Recreation & Community Services Department operates the Headstart/Preschool
Program. The program is federally funded and administered through the County of San
Bernardino's Department of Preschool Services. The grant dictates the pay rates for the funded
positions. The 1997-98 grant provides for pay increases for the following positions:
Current Proposed
Position Salary Sdary
Teacher/Director $12.73/hr $13.10/hr
Teacher $10.53/hr $11.38/hr
Typist Clerk $6.89/hr $7.52/hr
Teacher Aide $6.89/hr $7.52/hr*
Since this is a funded program, there will be no impact to the City's General Fund. It is
requested that the proposed pay rates become effective retroactively to September 1, 1997,
through August 31, 1998, which coincides with the contract dates.
The last salary increase for these positions was effective September 1, 1995.
*The last salary increase for this position was effective September 1, 1996.
In accordance with the stipulations of the grant, Teacher Aide (Headstart) and Typist Clerk
(Headstart) are entitled to various benefits including health, vacation and sick leave accrual.
Both positions are currently listed in a section of the resolution which identifies positions not
entitled to benefits. Due to the grant stipultions, these positions have been moved into the
section of the resolution that include benefits.
