POSITION JUSTIFICATIONS
The following are justifications for appointments and promotions to be reviewed by the Mayor
and Common Council at the April 6, 1998 Council meeting.
CLASSE IED
GENERAL FUND
1. Dispatcher I (Dobyns. Kathleen N.) - Appointment
FIRE
This position has been vacant since January 15, 1998, because a probationary employee
did not meet the required standards. Presently, all Fire Dispatchers are filling this
position with overtime. This position must be filled in order to be more cost effective
and increase efficient service to the public, Fire Department and the City.
2. Robles. Esther (Police Records Clerk D - Appointment
POLICE
Ester Robles is appointed to the Police Records Clerk I position to fill a vacancy created
through attrition in the Records Bureau. This has been a critical shortage. The Records
Bureau is falling behind in processing reports and requests from the public due to this
shortage in personnel. Filling this vacancy will increase efficiency to the department and
increased service to the public through timely processing of records and requests from
the public.

1. Twist Clerk I (U) (Rivera, Veronica) - Appointment
MAYOR
This position was appointed by the newly-elected Mayor, and replaces the former Typist
Clerk I, who was promoted to a position in the Police Department. The incumbent will
act as lobby receptionist and assist with clerical duties, as needed.
