Description) Finance: Council Notes: Res 96- - y7 75-0262 Agenda Item No. �'" CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Chapter 13 . 32 of the San Bernardino Municipal Code establishes requirements which regulate charges of wastewater to the public sewer system and/or wastewater treatment facility. Chapter 13 .32 .040 provides for the setting of user charges and fees which are equitable and allow for adequate financing and funding of various operations and maintenance of the public sewer and wastewater treatment facilities. On September 3 , 1996, Ordinance No. MC980 was adopted which added sections relating to the discharge of domestic liquid waste into the sewage treatment system of the City and authorized the Board of Water Commissioners to establish domestic liquid waste discharge permit fees, a liquid waste analysis fee and a non-compliance resampling fee. The Environmental Control Section of the Water Reclamation Division conducted a study in order to determine the costs involved to provide for the acceptance of domestic liquid waste to adequately fund and maintain the septic disposal facility and at the same time, comply with the various state laws regarding waste disposal. The proposed rate to meet the needs for the acceptance of domestic liquid waste represented by the study is: Domestic Liquid Waste Disposal Fee . . . . . . $0. 02 per gallon On October 1, 1996, the Board of Water Commissioners directed staff to request that the Mayor and Common Council establish a Public Hearing on November 4, 1996 for the purpose of adopting a domestic liquid waste fee. The implementation of this fee will be accomplished by repealing Resolution Nos. 95-101 and 95-367 and adopting a resolution fixing and establishing charges for sewer and liquid waste disposal services at the Water Reclamation Plant. Watson, Environmental Control Officer SUBJECT: Septic Waste Discharge Fee Date: December 21, 1995 Copies: JHW file As discussed , I had originally recommended a rate of 4¢ per gallon which was an average of the rates in the Southern California area. After discussing our proposed rate with several potential dischargers, the consensus is that 4¢ per gallon is more than our local area's rats. A breakdown of our approximate cost to process the septic waste is as follows. This rate is based on our cwrent industrial rate and assumes a 5,000 gallon load with a BOD of 500 mg/L and S/S of 750 mg/L. S/S charge 750 x 8.34 x 0.005 31.28 lb Cost per 1,000 lb =$324.28 500 510.14 for 31.28 lb BOD charge 500 x 8.34 x 0.005 = 20.85 lb Cost per 1,000 lb =$264.22 $5.51 for 20.85 lb Flow charge cost per million gallons = $826.67 cost for 5,000 gal — 4.13 Labor cost$10 per hour = S10.00 1 hr Total cost assumed $29.78 These are our direct costs, not other such as building construction cost, power costs, administration overhead, etc. The Los Angles County Sanitation District charges $35 for a 5,000 gallon load. This is m liere most of the septic waste generated in our area is presently going. 1 believe that a 1.5G per gallon cost would be bearable by the local market. This would still ensure that our costs would be recovered and could be readily justified. Description) Finance: Council Notes: Previously 75-0262 Agenda Item No, CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Chapter 13 . 32 of the San Bernardino Municipal Code was amended to allow for the acceptance of domestic liquid waste at the septic receiving station located at the City of San Bernardino Water Reclamation Plant and to allow for the setting of the charges. - The Environmental Control Section of the Water Reclamation Division conducted a study in order to determine the costs involved to provide disposal, treatment, permitting, compliance and monitoring necessary to adequately fund and maintain the septic disposal facility and at the same time, comply with the various federal and state laws regarding waste disposal. Watson, Environmental Control Officer SUBJECT: Revisions to Septic Receiving Rules Date: December 20, 1995 Copies: JHW file As per you request I have made the appropriate revisions to our proposed rule and regulations governing the septic waste program. To establish a 2¢ per gallon charge for septic waste a public hearing and revision of Resolution No. 385 will be necessary. The other fees (permit, sampling, inspection) established by this resolution can be utilized with modification to the existing language. The resolution established a fee for Industrial Waste Discharge permit at $75, which can be modified to include Liquid Waste Discharge Permit (ex. Industrial Waste Discharge Permit/Liquid Waste Discharge Permit--------fee $75.) These are my recommended modifications to hasten this project. Please advise if you need any further information.
